AN ORDINANCE
APPROPRIATIN $1619.00 FROM FUND NO. 296
IMPROVEMENT BONDS 1950 CONSTRUCTION FUND
(STREET TRAFFIC CONTROL SYSTEM) TO COVER
THE COST OF TRAFFIC LIGHT INSTALLATIONS
AT THE INTERSECTION OF PORT AND AYRES,
WITH SPECIAL FEATURES AS DESCRIBED IN THE
RECOMMENDATION, ESTIMATE AND SKETCH ATTACH-
ED HERETO AND MADE A PART HEREOF, INCLUDING
THE COST OF TWO CHANNEL ISLANDS, THE LIGHTS,&
THE INSTALLATION THEREOF; SIAD WORK TO BE DONE BY
CITY FORCES; AND DECLARING AN EMERGENCY.
WHEREAS, There is needed traffic light installations as
a part of the traffic control system for the City of Corpus Christi
at the intersection of Port and Ayres to alleviate the traffic haz-
ard now existing at this intersection; and
WHEREAS, There is needed for such equipment and installa-
tion the sum of $1619.00, and there are sufficient funds available
for such appropriation in Fund No. 296 Improvement Bonds 1950 Con-
struction Fund (Street Traffic Control System); and
IVMREAS, Said work is to be done by the City Forces:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION I. There is hereby appropriated out of Fund
No. 296 Improvement Bonds 1950 Construction Fund (Street Traffic
Control System) the - amount of $1619.00 to cover the cost of materials
and installation thereof for the proposed traffic light installations
at the intersection of Port and byres, as more fully described in the
recommendation, estimate and sketch attached hereto and made a part
hereof;
SECTION II. The Director of Public Works is directed
and authorized to proceed with the aforesaid work in accordance with
such estimate and sketch, said work of installation to be performed
by City Forces;
SECTION III. The necessity for commencement of the
aforesaid project as a part of the traffic control system of the
City in order to reduce the high personal and property damage the
result of accidents at said intersection and to safely direct traf—
fie on said streets creates a public emergency and imperative public

necessity requiring the suspension of the Charter rule providing that
no ordinance or resolution shall be passed finally on the date of its
introduction and that such ordinance or resolution shall be road at
three several meetings of the City Council, and the Mayor, declaring
that such emergency and necessity exist, and requesting that such
Charter rule be suspended and that this ordinance be passed finally
on the date of its introduction and take effect and be in full force
and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.

For the reasons set forth in the emergency clause of the fore-
going ordinance, a Public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at .three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at thp.present meeting of the City Council.

Subject Traffic signal installation.
Attached hereto are this department's plans for traffic light installation
at the intersection of Pox', and Ayres.
The accide-at records of the Accident Prevention Bureau show that since
January 1, 1946 there have been forty -tyro (42) collisions resulting in
twenty -two (22) injuries and. $10,612.00 property damage at this "ter -
section.
The lights an planned so there -v,ill be no conflict of vehicles from
opposiig lanes and to let the major thoroughfare proceed 30% of the
total cycle. The plans alao include the type of equipment that will
handle peak periods of traffic in morni.-IC and afternoon.
Double red lenses are recoixiended on Port Avenue and Ayres Street, because
of the hi h visibility and safety factor. The steed of this isolated inter-
section warrents the use of the t..�o red lenses.
Th, cost of the two channelizing islands will be $294.00 and the cost of the
lights and installation ,will be $1j 25.00 making a total of $1619.00
It is the belief of this, department that the installation of these lights
and traffic islands will eliminate many accidents, reduce tiie high property
damage and also slow the speed on A-res 9t. and Port Avenue.
