HomeMy WebLinkAbout02817 ORD - 07/06/1950A RESOLUTION EXPRESSING THE INTENTION OF THE CITY OF CORPUS CHRISTI TO JOIN WITH NUECES COUNTY NAVIGATION DISTRICT NO. 1 IN REQUESTING THE PASSAGE OF A RESOLUTION IN THE CONGRESS OF THE UNITED STATES AUTHORIZING THE CORPS OF ENGINEERS, DEPARTMENT OF THE ARMY, TO MAKE INVESTIGATION AND STUDY OF THE BASCULE BRIDGE CROSSING AT THE HARBOR EN- TRANCE TO THE PORT OF CORPUS CHRISTI AND RECOM- NENDATION CONCERNING SAME; AND DECLARING AN EM- ERGENCY. WHEREAS, It being evident that the bascule bridge cross- ing at the harbor entrance to the Port of Corpus Christi, Texas, has insufficient span to permit the free use of the Corpus Christi Ship Channel by Oceangoing traffic, and WHEREAS, It is the desire of the City of Corlus Christi and other governmental bodies and agencies to improve this condi- tion and situation as to permit the free and unobstructed use of said facilities; and WHEREAS, The City of Corpus Christi does not have the resources with which to make the needed investigation and study, and the proper engineering survey and analysis of the existing conditions, and those resources are at the disposal of the Corps of Engineers, Department of the Aruy: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL CF THE CITY OF CORPUS CHRISTI: SECTION I. That the City of Corpus Christi join with Nueces County Navigation District No. 1 and other governmental bodies in requesting the passage of a resolution in the Congress of the United States authorizing the Corps of Engineers, Department of the Army, to make an investigation and study of the Bascule Bridge crossing at the harbor entrance to the Port of Corpus Christi and to make recommendations concerning the same. SECTION II. That the Congress of the United States is hereby requested to pass a resolution authorizing the Corps of Engineers, Department of the Army, to make an investigation and study as aforesaid, SECTION III. That W. B. Collier, the duly authorized City Manager, be, and he is hereby, authorized and directed to fox* ward through the proper channels three certified copies of this resolution and other such supporting data and information as may be required, and that this resolution shall constitute the formal re- quest to the Congress of the United States to authorize the Corps of Engineers, Department of the Army, to make the aforesaid investi- gation, study and recommendation. SECTION IV. That it being of great public interest that there be undertaken certain improvements to the bascule bridge cross- ing at the Harbor entrance to the Port of Corpus Christi as to per- mit the free use of the Corpus Christi Ship Channel by oceangoing traffic, and it being imperative to obtain the foregoing investiga- tion and recommendation by the Corps of Engineers, all of which creates a public emergency and imperative public necessity require - ing the suspension of the Charter rule providing that no ordinance of resolution shall be passed finally on the date of its introduc- tion and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared such emergencyand' necessity to exist, and having requested that such Charter rule be suspended and that thisresolution be passed finally on the date of its introduction and take affect and be in full force and effect from and after its passage,IT IS ACCORDINGLY SO RESOLVED• PASSED AND APPROVED, This the6th day of July, A.D. 1950.
