AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER
FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI
TO EXECUTE A RELEASE OF SPECIAL ASSESSMENT FOR
SIDEWALK IMPROVEMENTS AGAINST THE PROPERTY FRONT-
ING -114 FEET ON THE WEST SIDE OF NINETEENTH STREET
AND BEING LOT 1, BLACK 7, SUMMIT ADDITION TO THE
CITY OF CORPUS CHRISTI AND THE OWNER THEREOF, R. P.
BLYTHE, FOR AND IN CONSIDERATION OF THE PAYMENT ON
SAID SPECIAL ASSESSMENT CERTIFICATE AND INTEREST
THEREON; SUCH RELEASE BEING MADE A PART HEREOF AND
ATTACHED HERETO; DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL
OF THE CITY CF CORPUS CHRISTI,TEXAS:
SECTION I. That the City Manager for and on behalf of
the City of Corpus Christi be and he is hereby authorized and
directed to execute a release of special assessment for side-
walk improvements against the property fronting 114 feet on the
west side of Nineteenth Street and being Lot 1, Block 7, SUMMIT
ADDITION To the City of Corpus Christi and the owner thereof,
R. P. BLYTHE, for and in consideration of the payment of said
Special Assessment Certificate and interest thereon; such RELEASE
being made a part hereof and attached hereto, to -wit:

AREAS, by Ordinance Ho. 1969 adopted on the
29th day of august. 1946, as amended on the 25th d$y of Narah,
1947, by Ordinance No. 2049, both of which ordinances were duly
passed andapproved by the City Council of the City of Corpus Christi,
Texas, there was levied an assessment in the sue of Fifty Dollars
($50) against the property situated in the City of Corpus Christi,
fronting 114 feet on the west aide of Nineteenth Street and describ-
ed as follows
Lot 1, Block 7, SUNNIT ADDITION
City of Corpus Christi, Nueres
Coanty, Texas,
and against the real and true owner thereof, named as follows:
R. P. BLTTRE
and,
I:RSRSAS, SAid Special Assessment was evidenced
by such Assessment Certificate No. 247 issued by the City of Corpus
Christi, Texas, on the lot day of August, 1947, and
WHEREAS, The said Assessment Certificate,to -
gather with all interest thereon, has been fumy paid off and
satisfied and at the time of its payment the City of Corpus
Christi was the owner and holder of said certificate and of all
liens securing its payment:
NOW, THETWOR69 The City of Corpus Christi,
Texas, a municipal corporation, for and in consideration of the
payment of said Special Assessments does hereby RELEASE said
property from all liens securing the payment of said assessment
and the owner of such property from all personal liability creat-
ed by the issuance of said certificate and the other proceedings
of said City above referred .o and declare said Special Assess-
ment fully SATISFIED AND DISCRAWIED

SECTION II. The necessity of clearing the
title of the property involved creates a pu lie emergency and
and imperative public necessity requiring the suspension of
the Charter rule that no ordinance or resolution shall be pass-
ed finally on the date it is introduced and that such ordinance
or resolution shall be read at three several meetings of the
City Council, and the Mayor, having declared that such emergency
and imperative necessity exist, requesting that said Charter rule
be suspended and that this ordinance be passed finally on the
day it is introduced and take effect and be in full force and
effect from and after itspassage, IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a .public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
