WHEREAS, the City Manager of the City of Corpus Christi, pursuant to Article V, Section 24, of the City Charter as amended, did, on June 13, 1950, submit to the City Council, a Budget Estimate of the reve- nues of said City, and the expenses of conducting the affairs thereof for the ensuing fiscal year, beginning August 1, 1950, and ending July 31, 1951, and which said estimate has been compiled from detailed information obtained from the several departments, divisions and offices of the City, in accordance with the said Charter provision; and, 7R1EREAS, the members of the City Council have received and studied said City Manager's Budget Estimate, and have called and held the proper hearings in accordance with Article 689 -A, Vernon's Annotated Statutes of Texas, on said Budget; and, WIEZREAS, in accordance with Section 26, Article V, of the Charter of the City of Corpus Christi, Texas, it is necessary that the City Council accept, approve and adopt the Budget at the conclusion of such public hearings, and before the first regular meeting of the City Council in August. NOM, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEY,AS. SECTION 1. That the Budget of the City of Corpus Christi, covering the proposed expenditures of the City of Corpus Christi, and the estimate of the revenues of the said City for the fiscal year beginning August 1, 1950, and ending July 31, 1951, as submitted by the City zsz� Manager of said City, be, and the same is in all things accepted, approved, and adopted as the Budget of the City of Corpus Christi, Texas, for the fiscal year beginning August 1, 1950, and ending July 31, 1951, a cony of which Budget is attached hereto, marked Exhibit "A ", and made a part hereof for all pertinent purposes. SECTION 2. The fact that the provisions of the City Charter prescribed that the Budget be adopted and approved before the first re- gular meeting in August, and the fact that same has not been heretofore approved creates a public emergency and public imperative necessity requiring the suspension of the Charter rule that no ordinance or reso- lution shall be passed finally on the date it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the kayor having declared that such public emergency and imperative necessity exist, and having requested that such Char ter rule be suspended, and that this ordinance be passed finally on the date of its introduction and take effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.
