EMPLOYED BY THE CITY OF,CORPUS CHRISTI; PROVID-
ING FOR..A.FIREMEN!S AND POL.10EMENtS CIVIL SER-
VICE COMMISSION; PRESCRIBING DUTIES AND.FUNC-
YIONS OF SAID COMMISSION -, REPEALING ALL ORDIN-
ANCES OR PARTS OF ORDINANCES IN CONFLICT HERE-
WITH; CONTAINING A SAVING CLAUSE AND DECLARING
AN.EMERGENCY", AND BEING ORDINANCE NO. 2475,
PASSED AND APPROVED BY THE CITY COUNCIL ON THE
15TH DAY OF FEBRUARY, 1949,.BY AMENDING ARTICLE

SECTION lb,,. PROVIDING, FOR LEAVE OF ABSENCE FOR
MILITARY SERVICE.FROM THE EMPLOYMENT.OF THE..
CITY, STATING-THE TERMS AND CONDITIONS_UNDER
WHICH LEAVE OF ABSENCE.. WILL BE GRANTED AND
THE CONDITIONS OF REINSTATEMENT, PROVIDING FOR
NO PAYMENT FOR ACCUMULATED VACATION TIME OR AC-
CUMULATED SICK LEAVE DURING LEAV3)OF,ABSENCE FOR
MILITARY.SERVICE PROVIDING FOR SENIORITY CREDIT
DURING ABSENCE, PROVIDING FOR NW ACCRUAL OF SICK
LEAVE OR VACATION.TIME.DURING LEAYE_OF_ABSENCE;.
AND DECLARING AN EMERGENCY.
WHEREAS, It is now proper and necessary for
employees and officers of the City of Corpus Christi,
especially those of the Police Division and Fire Divi-
sion of the Public Safety Department of said City, to
enter military service, and it is desirable that their
existing employment and position be open for reinstate-
ment of such employee upon return from such military
service; and
WHEREAS, The Civil Service Rules and Regulations
governing firemen and policmen employed by the City contain
no provision for leave of absence for military service, it
is desired that the same be amended so as to include such
amendment;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL
OF CORPUS CHRISTI, TEXAS:
SECTION I. That Ordinanced No. 2475, entitled:
"An ordinance adopting and approving Civil Ser-

vice Rules and Regulatins governing Fire-
men and Policemen employed by the City of
Corpus Christi; Providing for a Firements
and Policemen's Civil Service Commission;
Prescribing duties and functions of said
Commission; Repealing all Ordinances or
Parts of Ordinances in conflict herewith;
Containing a Saving Clause; and Declaring
an Emergency."
passed and approved by the City Council on the 15th day of February,
19499 be amended by amending Article 20 thereof by the addition to
said article of a section to be known and numbered Article 20, See-
tion lb, reading as follows:
"Article 20, Section lb. MILITARY LEAVE
OF ABSENCE: In time of war or national em-
ergency, any fireman or policeman permanently
employed by the City in the classified ser-
vice who leaves a position to serve in the
Armed forces of the United States shall be
granted a military leave of absence without
pay, and shall be eligible for reinstatement
to his former position, or its equivalent,
at the then current rate of pay, upon presentment
to the Firemen and Policemen's Civil Service
Commission of a certificate of honorable dis-
charge within ninety (90) days after his dis-
charge, provided such employee be physically
and mentally qualified for reinstatement, and,
further, provided his service with the Armed
forces began at or about the time he left the
Cityvs employment therefor. At the time of
his reinstatement he shall receive full senior-
ity credit for the time he was absent for
military service. If upon termination of such
leave of absence, the employee is physically or
mentally incapacitated and not qualified to per-
form the duties of the position held by the
employee at the time of the commencement of such
absence, he shall, nevertheless, be eligible for
placement in such other position for which he
may qualify. No payment for accumulated vaca-
tion time or sick leave shall be made upon the
granting of such leave of absence, and no ad-
ditional credit of either vacation time or sick
leave shall accrue during absence; but, the
status as of the time of beginning of such leave
shall be resumed upon reinstatement."
SECTICN II. The fact that the authority granted herein
to the Firemen and Policemen's Civil Service Commission is immed-
iately necessary for the efficient administration of the claasi-
fied Firemen and Policemenss Civil Service in that it is neces-
sary and proper at this time for employees and officers of the
City to enter military service and it is necessary that certain
standards be had and maintained as to such military leave of
absence at all times creates a public emergency and imperative
public necessity requiring the suspension of the Charter rule
that no ordinance or resolution shall be passed finally on the
day of its introduction and that such ordinance or resolution
shall be read at three several meetings of the City Council, and
the Mayor, having declared that such emergency and necessity
does exist, requesting that such Charter rule be suspended and
that this ordinance be passed finally on the day it is intro-
duced and shall take effect and be in full force and effect
from and after its passage, IT IS ACCORDINGLY SO ORDAINED.

Gentlemen-
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, 'or at the present meeting of the City Council,
