AN ORDINANCE
APPROPRIATING $11,022.00 TO BE PAID
FOR THE eONSTRUCTION OF BOAT SLIPS
ON THE L -BEAD IN THE CITY OF CORPUS
CHRISTI, TEXAS, WITH THE GOLDSTON
COMPANY, AND TO BE MADE OUT OF THE
SEAWALL AND BREAKWATER FUND NO. 258;
AUTHORIZING AND DIRECTING THE CITY
MANAGER FOR AND ON BEHALF OF THE CITY
TO EXECUTE A CONTRACT WITH SAID GOLD -
STON COMPANY; SAID CONTRACT DOCUMENTS,
PLANS AND SPECIFICATIONS BEING MADE,A
A PART HEREOF BY REFERENCE; AND DE-
CLARING AN EMERGENCY.
WHEREAS, The piers and piling for anchorage
out from the L -Head are needed as a part of the Bay -
front Improvements, and such improvements will pro-
tect the existing improvements from storms and other
damage; said improvements being a part of the Sea-
wall and Strom Protection Improvements of the City of
Corpus Christi, Texas; and
WHEREAS, There are sufficient funds un-
appropriated in No. 258 Seawall and Breakwater'Con-
struction Fund to cover the cost of such bayfront im-
provements; /and
✓WHEREAS, Bids have been considered and an
award made for the lowest and most advantageous bid
to the City of Corpus Christi, Texas, and it is now
necessary to enter into a contract for such improve-
ments and to make the necessary appropriation;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY
COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That there is hereby appro-
priated out of No. 258 Seawall and Breakwater Construc-
tion Fund the sum of $11,022.00, $10,020.00 of which is
to be paid according to the terms of the contract docu-
ments and specifications described in Section 2 hereof
as the contract price therefor, and the balance of said
appropriation is the amount equivalent to ten per cent
of said contract price which is hereby appropriated for
the payment of engineering and contingent costs.
SECTION 2. That the City Manager is hereby
authorized and directed to execute for and on behalf of
the City a contract with Goldston Company for the con-
struction of L -Head Boat Slips as described in said con-
tract, in accordance with the plans and specifications
and contract documents.on file in the office of the City
Secretary, all incorporated herein and made a part here-
in by reference, and according to the bid of said Goldston
Company opened on the 8th day of August A.D. 1950,
said bid being the lowest and most advantageous bid to
the City of Corpus Christi, Texas.
SECTION 3. The fact that it is to the great
and beneficial interest of the City of Corpus Christi,
that such improvements be immediately begun, and the
fact that such improvements will protect the Bayfront
of the City of Corpus Christi from storms and other damage
and that such improvements are all badly needed as a part
of the Seawall and Storm Protection Improvements of the
City of Corpus Christi, create a public emergency and
an imperative public necessity requiring the suspension
of the Charter rule providing that no ordinance or reso-
lution shall be passed finally on the date it is intro-
duced and that such ordinance or resolution shall be read
at three several meetings of the City Council, and the
Mayor, declaring such emergency and necessity to exist,
having requested that said Charter rule be suspended,
and that this ordinance be passed finally on the day it
is introduced and take effect and be in full force and
effect from and after its passage, IT IS SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
