AN ORDINANCE
AMENDING ORDINANCE NO. 2578 PASSED AND APPROVED
BY THE CITY COUNCIL ON THE 16TH DAY OF AUGUST,
1949, COMMONLY KNOWN AS THE PLUMBING CODE OF THE
CITY OF CORPUS CHRISTI, TEXAS, AS THEREAFTER AMEND-
ED AND NOW IN EXISTENCE BY AMENDING SECTION 901(e)
BY THE ADDITION OF A PROVISION TO THE TABLE RE-
GARDING THE NOMINAL WEIGHT PER FOOT RELATIVE TO
COMODE STUBS ONLY; BY AMENDING SECTION 917(a) PRO-
VIDING THAT EXTRA HEAVY CAST IRON SHALL NOT BE RE-
QUIRED UNDER SLABS ON FILLS FOR ONE AND TWO STORY
DWELLING OCCUPANCIES AND FURTHER PROVIDING THAT
ALL CAST IRON PIPE THROUGH CONCRETE CONSTRUCTION
MUST BE WRA PED VI'ITH AN APPROVED ONE- QUARTER ()
INCH OF ASPHALT IMPREGNATE WRAPPING PAPER; BY
AMENDING SECTION 901 BY TIE ADDITION THERETO OF A
SUBSECTION (d -1) PROVIDING THAT ALL COPPER TUBING
SHALL CONFORM 1aTH THE A. S. T. M. STANDARD SPECI-
FICATIONS FOR COPPER WATER TUBE, SERIAL DESIGNATION
B88 -41, PROVIDING HOWEVER, THAT TYPE M COPPER TUB-
ING MAY NOT BE USED FOR WATER SUPPLY LINES; BY THE
AMENDING OF SECTION 902 (g) PROVIDING THAT COLD -
MIX COMPOUNDS MAY BE USED PROVIDED THAT SUCH HAS
BEEN APPROVED BY THE SUPERVISORY BOARD OF PLUMBERS
AND THAT ANY AND EVERY SUCH COMPOUND SHALL,WHEN USED,
BE USED ACCORDING TO THE MANUFACTURERS' RECOMMENDA-
TION; BY AMENDING SECTION 905 BY THE SUBSTITUTION
OF THE WORDS THREE OR FOUR INCH VENT FOR THE VMORDS
MAIN VENT AND TAE T UTI PHRASE WHEN
NO FIXTURES ABOVE FOR THE PHRASE lWff THEY
ARE LOCATED ON THE TOP -FLOM WHERE THE SAID
IN THE SECOND-SENTENCE OF S1ID SECTION 905; BY AMEND-
ING SECTION 917(f) PROVIDING THAT ANY MAIN SOIL OR
WASTE PIPE (BUILDING DRAIN) INTENDED TO CONVEY SEWAGE
FROM ANY BUILDING SHALL BE DESIGNED IN CONFORMITY WITH
TABLE 3 OF SAID ORDINANCE: BY AMENDING SECTION 917(b)
PROVIDING THAT THE BUILDING (HOUSE) SEWER FROM THREE
(3) FEET OUTSIDE THE BUILDING TO THE PROPERTY LINE
SHALL BE NOT LESS THAN FOUR (4) INCHES IN DIAMETER
AND SHALL BE OF CAST- IRON,VITRIFIED CLAY OR BITUMINIZED
FIBRE; AND DECLARING AN EMERGENCY.
WHEREAS, heretofore on the 16th day of August, 1949, the
City Council of the City of Corpus Christi, Texas passed finally an
Ordinance numbered No. 2576 and entitled;
"ORDINANCE NO. 2578
AN ORDINANCE REGULATING PLUMBING AND GAS FITTING
CONSTRUCTION, REPAIR AND MAINTENANCE WITHIN THE
CORPORATE LIMITS OF THE CITY OF CORPUS CHRISTI,
TEXAS, SAFEGUARDING THE HEALTH OF PERSONS, THE
SAFETY OF PROPERTY AND PROMOTING THE WELFARE OF
THE PUBLIC; CREATING THE SUPERVISORY BOARD OF
PLUMBERS, DESIGNATING THE MEMBERS THEREOF, AND
PRESCRIBING THE POWERS AND DUTIES THEREOF; PROVID-
ING THE REQUIRING OF A MASTER PLUMBERtS SURETY
BOND; PROVIDING THE REQUIRING OF PERMITS FOR CER-
TAIN KINDS OF PLUMBING, DRAINAGE, AND GAS FITTING
AND THE INSPECTION OF SUCH PLUMBING, DRAINAGE AND
GAS FITTING WORK AND THE SCALE OF FEES FOR SUCH
INSPECTION; COMPELLING ALL BUILDINGS UNDER CERTAIN
CONDITIONS TO BE CONNECTED WITH THE PUBLIC SANI-
TARY SEWERS AND PROVIDING THE MANNER AND WAY IN
WHICH PLUMBING AND GAS FITTING WORK SHALL BE DONE
AND THE )MM AND CLASS OF MATERIALS TO BE USED
IN SUCH WORK; PROVIDING PENALTIES FOR THE VIO-
LATION OF THIS ORDINANCE AND REPEALING OF ORDINANCES
IN CONFLICT WITH THIS ORDINANCE;, PROVIDING FOR THE
PUBLICATION OF THIS ORDINANCE; AND DECLARING AN
EMERGENCY. ";
and
WEEREAS, it is considered to the best interest of the
City of Corpus Christi, Texas, that said Ordinance No. 2578,as amend-
ed and now in existence, be amended in the particulars hereinafter
set forth;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That Section 901(e) be amended by the addition
to the table contained in Section 901(e) of the following line:
"4 in. (corrode stubs only) 6.00 lbs."
and the same is hereby amended.
SECTION 2. That Section 917(x) of said Ordinance No. 2578
is hereby amended and the same shall hereafter read as follows, to -wit:
"(a) BUILDING DRAIN: The building drain shall
extend three (3) feet outside of the exterior face of
the building and shall be of standard cast iron. Extra
Heavy cast iron shall be used in buildings four (4)
stories or more in height, and under slabs on fills
except those for one and two story dwelling occupancies.
All cast iron pipe through concrete construction must
be wrapped with an approved one - quarter (1 halt impregnate 4 ) inch of

SECTION 3. That Section 901 of said Ordinance No. 2578
is hereby amended by the addition thereto of a subsection (d -1), read-
ing as follows:
"(d --1) COPPER TUBING: All copper tubing shall
conform to the A.S.T.M. Standard Specifications for
Copper Water Tube, Serial Designation B88 -41i PROVIDED,
however, that Type M. copper tubing may not be used for
water supply lines.J'
SECTION 4. That Section 902 of said Ordinance is hereby
amended by the addition to Subsection (h) of said Section 902 the
following provision after the last sentence in said Subsection (h),
to -wit:
"Cold -mix compounds may be substituted for the above

Provided that such compound has been approved
as an adequate substitute by the Supervisory
Board of Plumbers, and further provided that
any and every such cold -mix shall, when used,
be used according to the manufacturer's recom-
mendation."
SECTION 5. That Section 905 bey and the same is, hereby
amended by the amending of the second sentence of said Section 905
to hereafter read as follows:
"Wet vents are prohibited except by special
permission of the Chief Plumbing Inspector
and except that two minor fixtures may waste
C:? into a three or four inch vent above a water
closet when there are no fixtures above."
SECTION 6. That Section 917 (f) is hereby amended by
amending the last sentence of said Section 917(f) to hereafter read
as follows.
"The main soil or waste pipe (Building Drain)
1k �_ intended to convey sewage from any building shall
`I be designed in conformity with Table 3 of this
ordinance."
SECTION 7. That Section 917(b) is hereby amended and the
same shall hereafter read as follows:
"(b) BUILDING SEWER: The building (house)
sewer from three (3) feet outside the building to
the property line -hall be not less than four (4)
inches in diameter and the same shall be of cast-
iron, vitrified clay or bituminized fibre."
SECTION 8. The necessity for providing proper regulations
regarding the Plumbing Code for the City of Corpus Christi creates a
public emergency and public imperative necessity requiring the suspen-
sion of the Charter rule that no ordinance or resolution shall be pass-
ed finally on the date it is introduced and that such ordinance or
resolution shall be read at three several meetings of the City Council,
and the Mayor, having declared such emergency and necessity to exist,
requesting the suspension of said Charter rule,that this Ordinance be
passed finally on the date of its introduction, and that it shall take
effect and be in full force and effect from and after its passage,
IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby 'request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
