CITY OF CORPUS CHRISTI
On this the 12th day of September, A. D. 1950, the City
Council of the City of Corpus Christi, Texas, convened in regular
meeting with the following members of said Council present,
to -wit:
Jack DeForrest Mayor Pro Tem
Harney Cott
Sydney E. Herndon Commissioners
George L. Lowman
C. W. Vetters City Secretary
With the following absent: Mayor Leslie Wasserman, still con -
stituting a quorum, at which time the following among other
business was transacted:
Mr. Jack DeForrest, Mayor Pro Tem, presented for the
consideration of the Council and Ordinance. The Ordinancesas
read by the City Secretary. The Mayor Pro Tem presented to
the Council a communication in writing pertaining to said pro-
posed Ordinance, as follows:

TO THE MEMBERS OF THE CITY COUNCIL

Gentlemen:
For the reasons set forth in the emergency clause
of the foregoing ordinance, a public emergency and imperative
necessity exist for the suspension of the Charter rule or re-
quirement that no ordinance or resolution shall be passed finally
on the date it is introduced, and that such ordinance or reso-
lution shall be read at three meetings of the City Council; I,
therefore, hereby request that you suspend said Charter rule or
requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.

Commissioner Cott made a motion that the Charter pro-
vision prohibiting ordinances from being finally passed on the
date introduced be suspended for the reasons stated in the
written request of the Mayor and stated in the emergency clause
of the Ordinance. The motion was seconded by Commissioner Hern-
don. The motion was carried by a unanimous vote by the City
Council, viz:
Ayes: Commissioners Cott, Herndon, and Lowman
Nayes: None
Mayor Pro Tem DeForrest requested to be recorded as
voting "Aye ".
Commissioner Cott made a motion that the Ordinance
be passed finally. The motion was seconded by Commissioner
Lowman. The motion was carried by the following vote:
Ayes: Commissioners Cott, Herndon, and Lowman
Nsyes: None
Mayor Pro Tem. DeForrest requested he be recorded as
voting aAye ".
The Mayor Pro Tem announced that the Ordinance had
been passed. The Ordinance is as follows:
API ORDINANCE
DIVIDING THE CITY OF CORPUS CHRISTI, TEXAS
INTO EIGHT (8) ELECTION PRECINCTS FOR
AND IN WHICH ALL MUNICIPAL ELECTIONS SHALL
HEREAFTER HE HELD IN AND FOR SAID CITY
AND SAME SHALL BE KNOWN AS EIRCTION PRE-
CINCTS NUMBERS ONE (1), TWO (2), THREE (3),
FOUR (,4), FIVE (5) , SIX (6), SEVEN (7),
AND EIGHT (8); REPEALING ALL ORDINANCES
OR PARTS OF ORDINANCES IN CONFLICT HERE-
WITH AND DECLARING AN EPERGENCY.
WHEREAS, the City of Corpus Christi, Texas, is desirous
of calling an election to authorize the execution of a contract
with the Lower Nueees River Water Supply District and an elec-
tion upon the question of annexation of territory adjacent to
the City limits of the City of Corpus Christi; and,
WHEREAS, it is necessary that the old voting pre-
cincts within the corporate limits of the City bechanged in
order to conform with the County voting precincts located
within the corporate limits of the City of Corpus Christi;
and,
WHEREAS, by virtue of the City Charter and the General
Laws of the State of Texas the City Council is authorized to
prescribe the procedure for calling and holding elections and
defining voting precincts; and,
WHEREAS, the City Council did on the 1.1-- day of
144- . , A. D. 1950, by Ordinance Mo. g7d 4 Z create
and divide the City of Corpus Christi into eight (8) wards
and there has been no action by the City Council since the
passage of the Ordinance which divides the City of Corpus
Christi into election precincts;
NOW, THEREFORE, BE IT ORDAINID BY THE CITY COUNCIL
OF THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City of Corpus Christi is hereby
divided into eight (8) election precincts within said City,
within which respective precincts the legally qualified voters

residing in said election precincts shall vote in all elections
as provided by law and that said election precincts shall be
defined, described and bounded as followss
(1) Election Precinct Number One (1) shall be com-
posed of the first ward of said City as that
ward is designated by metes and bounds and
fixed by ordinance duly passed and approved
on the 12th day of September, 1950.
(2) Election Precinct Number Two (2) shall be com-
posed of the second ward of said City as that
ward is designated by metes and bounds and
fixed by ordinance duly passed and approved
on the 12th day of September, 1950.
(3) Election Precinct Number Three (3) shall be
composed of the third ward of said City as
that ward is designated by metes and bounds
and fixed by ordinance duly passed and approved
on the 12th day of September, 1950.
(4) Election Precinct Number Four (4) shall be
composed of the fourth ward of said City as
that ward is designated by metes and bounds
and fixed by ordinance duly passed and approved
on the 12th day of September, 1950.
(5) Election Precinct Number Five (5) shall be
composed of the fifth ward of said City as
that ward is designated by metes and bounds
and fixed by ordinance duly passed and approved
on the 12th day of September, 1950.
(6) Election Precinct Number Six (6) shall be
composed of the sixth ward of said City as
that ward is designated by metes and bounds
and fixed by ordinance duly passed and approved
on the 12th day of September, 1950.
(7) Election Precinct Number Seven (7) shall be
composed of the seventh ward of said City as
that ward is designated by metes and bounds
and fixed by ordinance duly passed and approved
on the 12th day of September, 1950.
(8) Election Precinct Number Eight (8) shall be
composed of the eighth ward of said City as
that ward is designated by metes and bounds
and fixed by ordinance duly passed and approved
on the 12th day of September, 1950.
SECTION Z. All other ordinances which have hereto-
fore been passed and which have set out and established election
Precincts for the City of Corpus Christi are hereby repealed
and Ordinance No. 2243, passed and approved by the City Council
on the 16th dip of D rch, 1948, is hereby expressly repealed.

SECTION 3. The fact that the City Council of the
City of Corpus Christi deems it necessary that the City of
Corpus Christi be divided into eight (8) election precincts
in order to provide proper facilities for voting in the forth-
coming election and other elections to be held in the City of
Corpus Christi, Texas, creates a public emergency and public
imperative necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally
on the date it is introduced and that such ordinance or reso-
lution shall be read at three several meetings of the City
Council, and the Mayor having declared that such public emer-
gency and imperative necessity exist, and having requested that
such Charter rule be suspended, and that this ordinance be
passed finally on the date of its introduction and take effect
and be in full force and effect from and after its passage,
IT IS ACCORDINGLY SO ORDAIND.

rule or requirement and pass this ordinance finally on the date it is
