REQUESTING TIE AREA DEVELOPMENT COMMITTEE
OF THE CHAMBER OF COIWRCE OF THE CITY OF
CORPUS CHRISTI TO GIVE PRIORITY TO ME OVER-
ALL STUDY OF THE PORT OF CORPUS CHRISTI, AND
THAT THE I=ff COMMITTEE STUDY THE PROBLEMS
CONNECTED THEREWITH FROM THE. NAVAL AS WELLS
AS TRAFFIC STANDPOINT; AND DECLARING AN
EMERGENCY.
WHEREAS, It is evident that the bascule bridge
crossing at the harbor entrance has insufficient span to per-
mit the free flow of traffic and use of the Corpus Christi
Shpp Channel by ocean going traffic; and
WHEREAS, The present span of the bascula bridge
impedes the free flow of vehicular traffic over Highway No.
181 to the extent that the same interferes with the proper
dispatch of business in the City of Corpus Christi; and
'rEE,'REAS, on August 23, 1950, The State Highway
Commission of the State of Texas passed Minutes No. 28990,
which certain minutes directed the State Highway Engineer to
tender to the City of Corpus Christi and the County of Nueces
a proposal in connection with the replacement of the present
bascule bridge; and
WHEREAS, On September 14, 1950, at a special
meeting called and held in the City Council Chamber of the
City of Corpus Christi, Texas, the City Council of the City
of Corpus Christie together with the County Commissioners
Court of Nueces County and representatives of the Nueces Co*
Navigation District No. 1 held a joint meeting for the purpose
of discussing the said proposal of the State Highway Commission
and it was agreed by a motion made, seconded and duly passed
that the said Commissioners Court and the City Council to agree
in principle to the offer made by the State Highway Commission

and for the purpose of discussing certain problems of the State High-
way Commisi n and the problems incident to the operation of bascule
bridge, and it was agreed by a motion, made, seconded and passed that
the Area Development Committee of the Chamber of Commerce of the City
of Corpus Christi be named and requested to give priority to the
overall study of the Port of Corpus Christi, and that the Committee
study the problems connected therewith from the natdal~as well as
traffic standpoint, and in particular the problems arising from the
present operation of the bascule bridge and possible solutions for
the same;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TXW.
SECTION 1. That the Area Development Committee of
the Chamber of Commerce of the City of Corpus Christi, Texas, be
and it is hereby requested to give priority to the overall study of
the Port of Corpus Christi, and that the Committee stydy the problems
connected therewith from the naval as well as traffic standpoint,
and in particular to the problems arising from the present operation
of the bascule bridge and possible solutions for the same.
SECTION 2, That W. B. Collier, the duly authorized
City Manager of the City of Corpus Christi be and he is hereby author-
ized and directed to forward certain certified copies of this resolu-
tion to the said Area Development Committee, and that the said reso-
lution constitutes a formal request to said committee to proceed wit h
the stud as above set out.
SECTION 3. That it being of great public interest that
the aforesaid studies be made regarding the bascule 'bridge m as to
work out solutions to problems arising from the operation thereof
creates a public emergency and an imperative public necessity requir-
ing the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the day it is introduced and thatsuch or-
dinance or 'resolution shall be read at three several meetings of the
City Council, and the Mayor, having requested that said Charter rule
be suspended, first having declared such emergency and necessity to
exist, and that such ordinance be passed finally on the day it is
introduced and that it take effect and be in full force and effect
from and after its passage, IT IS ACCORDINGLY SO RESOLVED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at'three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
