AMENDING SECTION 2 OF ARTICLE V OF THE RULES AND
REGULATIONS OF THE CIVIL SERVICE BOARD OF THE
CITP'QF CORPUS CHRISTI BY PROVIDING THAT FOR A
PERIOD OF 811 tDNTHS AFTER OCTOBER 3, 1950, THE
CIVIL SERVICE BOARD NAJ MAKE EXCEPTIONS AS TO
RESIDENCE REQUIRED =t AND DECLARING AN EMER-
GENC7.
WHEREAS, the Civil Service Board has, unanimously recomended that
the Council approve an amendment to the Civil Service Rules and Regulations
such that the Board might emercise, for a period of six months after October
31 1950, poker to make exceptions as to residence requirements of.employses
by an order entered into the Minutes of the Board:
NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
COBPM CHRISTI, TESASt
SECTION 1. That, in accordance with the recommendation of the
Civil Service Board, Section 2 of Article V of the Rules and Regulations of
the Civil Service. Board be amended by the addition, at the end of said
Section, of the following provisor
°Provided that for a period of six months after
October 3, 1950, the Civil Service Board may
make exceptions ae to residence requirements of
employees by an order entered into the minutes
of the Board. rt
SECTION 2. The fact that the authority granted herein to the Civil
Service Board is immediately necessary for the efficient administration of
the classified civil service system of this City creates a public emergency,
and imperative necessity requiring the suspension of the Charter Rule providing
that no Ordinance or Resolution shall be passed finally on the date it is
introduced, and that such Ordinance Or Resolution shall be; read) at tbree
several meetings of the City Council, and the Mayor having declared that such
Public emergenoy and public necessity exist, and having requested that said
Charter Rule be suspended, and that this Ordinance take effect and be in full
forme and effect from and after its passage, IT IS ACCORDINGLY ORDAINED.

Gentlemen:
For the reasons set forth im -the emergency clause
of the foregoing ordinance, a public emergency and imperative
necessity exist for the suspension of the Charter role or re-
quirement that no ordinance or resolution shall be passed final -
ly on the date it is introduced, and that such ordinance or re-
solution shall be reed at three meetings of the city Council;
I, therefore,, hereby request that you suspend said Charter rule
or requirement and pass this ordinance finally on the date it
is introduced, or at the present meeting of the City Council,
