PROJECT; AUTHORIZING AND DIRECTING THE CITY MANAGER FOR AND ON BEHALF OF THE _CITY, TO EXECUTE A CONTRACT''WITE T. H. LEE FOR SAID CONSTRUCTION IN ACCORDANCE.WITH THE PLANS, SPECIFICATIONS, AIaT, CONTRACT DOCUME1eTS OId FILE IN THE OFFICE.OF THE CITY SECRET4RY MADE A PART HEREOF BY REFERENCE; AND, DECLARING AN EN'�ERGENCY. ITEEREAS, it is necessary to improve drainage in the salt flats area of the City of Corpus Christi, Texas; and VuEREAS, It is necessary to appropriate the amount to be paid in consideration for the construction of such improvements; and WHEREAS, Bids having been submitted, considered, and an award made for the most advantageous bid to the City of Corpus Christi, it now becomes necessary to enter into a contract for construction of certain improvements on the aforementioned area; NOIY, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That there is hereby appropriated out of No. 295 Improvement. Bonds 1948 Construction Fund (Storm Sewer Improvements) the sum of 634,437.85, out of which fund there is to be paid according to the terms of the contract described in Section 2 hereof the sum of 031,307.14; the balance of said appropria- tion is the amount equivalent to ten per cent of said contract price, which amount is hereby appropriated for the payment of engineering and contingent costs of said project. SECTION 2. That the City Manager is hereby authorized and directed to execute for and on behalf of the City of Corpus Christi a contract for the construction of said storm drainage improvements in Salt Flats from Leopard to Coke, as described in contract documents hereinafter mentioned, with T. H. Lee of Corpus Christi, Texas, which contract has been awarded in accordance with plans, specifications and contract documents on file in the office of the City Secretary, all of which are made a part hereof ;-9a7 by reference, and according to the bid of said T. H. Lee opened on the 10th day of October, 1950, the said bid of T. H. Lee being the lowest and most advantageous to the City of Corpus Christi, Texas. SECTION 3. The fact that it has been determined to be necessary to improve drainage in the salt flats area by an extension of the existing storm sewer for the benefit of the health and public welfare of the citizens of the City of Corpus Christi creates a public emergency and imperative public necessity requiring the suspension of that certain Charter rule that no ordinance or resolution shall be passed finally on the date it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared that such emergency and necessity exist, requesting that such Charter rule be suspended and that this ordinance be passed finally on the day it is introduced and take effect and be in full force and affect from and after its passage, IT IS ACCORDINGLY SO ORDAINED.
