AN ORDINANCE
APPROPRIATING $24,445.34 FROM NO. 298 CITY OF CORPUS
CHRISTI WATER YM CONSTRUCTION FUND TO COVER THE COST
OF WATER PROJECTS NOS. 211 AND 212, CONSISTING OF THE
INSTALLATION OF PUMPS FOR RAW AND SETTLED WATER AT THE
CALALLON FILTRATION PLANT; AUTHORIZING AND DIRECTING
THE DIRECTOR OF PUBLIC WORKS TO PROCEED WITH SUCH Ii[-
PROVEMENTS IN ACCORDANCE WITH SUCH IMPROVEMENTS IN AC-
CORDANCE WITH THE ESTIMATE AND SKETCH ATTACHED HERETO
AND MADE A PART MUM, WITH SAID WORK TO BE DONE BY
CITY FORCES; AND DECLARING AN EMERGENCY.
WAEREASs There is needed $24,445.34 to cover the cost of
the installation of pumps for raw and settled water at the Calallen
Filtration Plant; and materials incorporated therein; and
WHEREAS, The approval of said project has been secured from
Greeley andHanson, Consulting Engineers representing the holders
of the Water Bonds; and
WHEREAS, There are sufficient fund available and unappro-
priated in No. 298 City of Corpus Christi Waterworks Construction
Fund to cover the cost of said project; and
WHEREAS, It is contemplated that said work will be done by
City Forces;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY CF CORPUS CHRISTI, TEAS:
SECTION I. There is hereby appropriated the sum of $24,445.34
from Fund No. 298 City of Corpus Christi Waterworks Construction
Fund, out of which amount there is to be paid the estimated cost
of Water Project No. 211 in the amount of $13,043.38 and of Water
Project No. 212 in the amount of $11,401.96, said projects con-
sisting of the installation of pumps for raw and settled water at
the Calallen Filtration Plant and all materials incorporated there-
in, in accordance with the attached estimates of cost of said pro-
ject, which said estimates are attached hereto and made a part
hereof; the approval of Greeley and Hansen, Consulting Engineers
for the bond holders having been obtained on May 29, 1950-
SECTION II. The Director of Public Works of the City of
Corpus Christi is hereby directed to proceed with the work describ-
ed herein with City Forces.

SECTION III. The fact that it is necessary to increase the
rated capacity at the Calallen Filtration Plant in order to alleviate
existing inadequacy of Water Supply for the City of Corpus Christi,
and to so increase said Water Supply and source of revenue, creates
a public emergency and an imperative public necessity requiring the
suspension of the Charter rule that no ordinance or resolution shall
be passed finally on the date it is introduced and that such ordi-
nance or resolution shall be read at three several meetings of the
City Council, and the Mayor, having declared such emergency and neces-
sity to exist, requesting the suspension of said Charter rule and
that this ordinance be passed finally on the day it is introduced
and take effect and be in full force and effect from and after its
passage, IT IS ACCORDINGLY SO ORDAINED.

For the reasons set forth in the emergency clause of the fore-
going ordinance, a .public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolutions shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.

I certify to the City Council that the money required
for the contract, agreement, obligation, or expenditure contemplated
in the above and foregoing Ordinance is in the Treasury of the City
of Corpus Christi to the credit of SM No, 298 City of Corpus Christi
Waterworks Construction Fund from which it is proposed to be drawn,
and such money is not appropriated for any other purpose,
