AN ORDINANCE
CANVASSING RETURNS AND DECLARING THE RESULTS
OF AN ELECTION HELD IN THE CITY OF CORPUS
CHRISTI, TEXAS, ON THE 21ST DAY OF OCTOBER,
1950, ON THE QUESTION OF WHETHER OR NOT.A CON-
TRACT ON BEHALF OF THE CITY AND THE LOWER
17UECES RIVER WATER SUPPLY DISTRICT FOR THE
EXPLORATION AND DEVELOPMENT OF AN UNDERGROUND
SOURCE OF WATER SUPPLY TO BE PRODUCED FROM _
SUBTERRANEeu GEOLOGICAL FORMATIONS THROUGH
WELLS, AND TO PURCHASE-WATER PRODUCED FROM an
WELLS, CONTAINING OPTIONS AND RENEGOTIATION
AGREEMENTS, BE APPROVED, AND.THE CITY COUNCIL
BE AUTHORIZED TO CAUSE THE SAID CONTRACT TO_
BE EXECUTED ON BEHALF OF THE CITY; AND DE-
CLARING AN.EMERGENCY.
WHEREAS, heretofore on the 19th day of September, 1950,
the City Council of the City of Corpus Christi, Texas, passed an
ordinance calling an election to be held in said City on the 21st
day of October, 1950, on the following proposition:
and,
PROPOSITION "A"
"Shall the City Council of the City of
Corpus Christi, Texas, be authorised to execute
a contract in behalf of the City with the Lower
Nueces River Water Supply District for the,develop-
ment of a subterranean supply of water and the
purchase of water as required by the City for its
water distribution system for a period of ten
years with an option to renegotiate and an op-
tion for additional supply at the price and under
the terms as contained in the proposed contract,
said contract being set out in Ordinance No. 2865,
passed and approved by the City Council of Corpus
Christi, Texas, on September 5, 1950."
WHEREAS, notice of said election was actually given as re-
quired by law and as.directed in the ordinance calling the election,
as is shown by affidavits properly filed in the office of the City
Secretary; and,
WHEREAS, said election was duly and legally held on the
21st day of October, 1950, in conformity with the election ordinance
heretofore passed by this Council and the result of said election
has been certified and returned to this Council by the proper judges
and clerks thereof; and,
WHEREAS, this Council has today considered the returns of
said election en the proposition hereinabove stated, which was held
on the 21st day of October, 1950; and,
WHEREAS, it appears to the Council and the Council so finds
that said election was in all respects lawfully held and said returns
duly and legally made and that there were cast at said election, the
following votes;

NOW. THEREFORE, HE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI, TESAS:
SECTION 1. That the proposition to authorize and approve a
contract between the City and The Lower Nueoes River Water Supply
District for the development of a subterranean supply of water and
the purchase of water as required by the City for its water distribu-
tion system for a period of tea years with an option to renegotiate
and an option for additional supply at the price and under the terms
as contained in the proposed contract, said contract being set out
in Ordinance No. 28650 passed and approved by the City Council of
Corpus Christi, Texas, on September 5, 1950, was sustained by a

majority of the qualified electors voting at said election in the
City of Corpus Christi, and the City Council of the City of Corpus
Christi, Texas, is hereby authorized to cause to be executed said
contract with the Lower Nueces River Water Supply District in
accordance with said proposition.
SECTION 2. The necessity, for the development of a sub-
terranean supply of water and the necessity for procuring an
adequate supply of water for the citizens of the City creates a
publio emergency and an imperative public necessity requiring the
suspension of the Charter Rule providing that no ordinance or
resolution shall be passed finally on the date it is introduced,
and requiring that such ordinance or resolution shall be read at
three several meetings of the City Council, and the Mayor having
declared that such public emergency and imperative public necessity
exist, and having requested that said Charter rule be suspended,
and that this ordinance take effort and be in full force and offset
from and after its passage, IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set Forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
