AUTHORIZING AND DIRECTING THE CITY MANAGER OF
THE CITY FOR AND ON BEHALF OF THE CITY OF
CORPUS CHRISTI TO EXECUTE A RELEASE OF SPECIAL
ASSESSMENT COVERED BY CERTIFICATE NO. 31 DATED
APRIL 11 1947, AGAINST THE PROPERTY FRONTING
50 FEET ON THE WEST SIDE OF NIAGARA STREET,
BEING ALL OF LOT 1, BLOCK 2, BROADMOOR PARK
f2 ADDITION TO THE CITY OF CORPUS CHRISTI, TEXAS,
AND THE REAL AND TRUE OWNER THEREOF, J. L. PRICE,
FOR AND IN CONSIDERATION OF THE PRINCIPAL THERE-
OF PLUS INTEREST; AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager, for and on behalf of
the City of Corpus Christi, be, and he is hereby, authorized and
directed to execute a release of Special Assessment ooverhd by
Certificate No. 31, dated April 1, 1947, against the property
fronting 50 feet on the West side of Niagara Street, being all of
Lot 1, Blook 2, Broadmoor Park J2 Addition to the City of Corpus
Christi, Texas, and the real and true owner thereof, J. L. Price,
for and in consideration of the principal thereof plus interest,
a copy of which release is attached hereto and made a part hereof,
reading as follows:

WHEREAS, by virtue of Ordinance No. 1969, of the City Council
of the City, of Corpus Christi, Tema, duly scanted on the 29th day of
August, 1946, as amended on the 25th day of March, 19473 by Ordinance
No. 20493 there was levied an assessment in the sum of $58.28 against
the property situated in the City of Corpus Christi, Texas, fronting
50 feet on the West aide of Niagara Street, and described as follows:
Lot 1, Block 2, Broadmoor Park y2
Addition, City of Corpus Christi,
Nuaces County, Texas,
and against the real and true owner thereof, named as follows:
J. L. Price
and,
WHEREAS, Said special assessment was evidenced by such
Assessment Certificate No. 31, issued by the City of Corpus Christi,
Tema, on the let day of April, 1947, and,
WHEREAS, the said Assessment Certificate together with all
interest thereon, has been fully paid off and satisfied and at the
time of its payment the City of Corpus Christi was the owner and
holder of said certificate and of all liens securing its payment,
NOW, THEREFORE, The City of Corpus Christi, Texas, a muni-
cipal corporation, for and in consideration of the payment of said
Special Assessment, does hereby RELEASE said property from all liens
securing the payment of said assessment and the caner of said property
from all personal liability created by the issuance of said certi-
ficate and the other proceedings of said City above referred to,
and declare said Special Assessment fully SATISFIED AND DiSCHARCED.
IN WITNESS WHEREOF, This instrument is executed by the ,
proper City officials of the City of Corpus Christi, Texas, and
the corporate seal affixed this the day of December, A. D.

BEFORE ME2 The undersigned authority, on this day personally
appeared W. B. COLLIER, City tanager of the City of Corpus Christi,
known to me to be the person whose name is subscribed to the foregoing
instrument and acknowledged to me that he executed the same for the pur-
poses and consideration thereiu expressed, in the capacity therein
stated, and as the act and deed of said City.

SECTION 2. The necessity for clearing the title to the
property involved creates a public emergency and an imperative public
necessity requiring the suspension of the Charter rule that no ordi-
nance or resolution shall be passed finally on the date of its intro-
duction and that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor, declaring such
emergency and necessity to exist, having requested the suspension
of said Charter rule, that this ordinance be passed finally on the
date of its introduction, and that it take effect and be in full
force and effect from and after its passage, IT IS ACCORDINGLY SO
ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension or the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and '
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
