HomeMy WebLinkAbout02960 ORD - 12/26/1950INSW96ri9P n : 12118750 (5) A RESOLUTION REQUESTING CONVERANOE OF A PERMANENT WAR HOUSING PROJECT.NO. 41064 AND A PERMANENT WAR HOUSING PROJECT N0. 11065 TO THE HOUSING AUTHORITY OF THE CITY OF CORPUS CHRISTI FOR LOW RENT USE; AND DE- CLARING AN EMERGENCY. WHEREAS, The United States of America, acting through the Housing and Home Finance Agency, Public Housing Administration, owns permanent war housing now known as PHA Project No. 41064, consisting of four hundred (400) dwelling units. and PHA Project No, 410653 con- sisting of one hundred (100) dwelling unita, located in the City of Corpus Christi, State of Texas; and WHEREAS, such housing is no longer needed for purposes of war; and WHEREAS, There exists in said City a need'for such housing to be operated as law -rent public housing at rents within the means of low- income families, especially families of living or deceased veterans and servicemen; which need is not being met by private en- terprise, and WHEREAS, Such a condition constitutes a menace to the + health, safety, morals and welfare of the inhabitants of the City, and WHEREAS, The Congress of the United States has authorised by Public Law 475, approved by the President April 20, 1950, the conveyance of such housing to a public housing agency to provide bowing for families of low income and, the Housing Authority of the City of Corpus Christi, Texas, proposes to acquire such how, ing and to operate it as low -rent housing. NOW, THEREFORE, BE IT BESOLVED BY THE CITY COUNCIL OF THE CITY OF COWUS CHRISTI, TEXAS SECTION le That it is the determination, finding, and declaration of the City Council of the City of Corpus Christi that it will be in the best interests of the community to make such housing available as low -rent housing for families of low income. SECTION 2. That the City Council of the City of Corpus Christi does hereby request the conveyance of such housing to the J Housing Authority of the City of Corpus Christi to be administered as low -rent housing for families of low income. SECTION 8. That the necessity of providing low -rent housing for families of low income creates a public emergency and and imperative public necessity respiring the suspension of the , Charter rule that no ordinance or resolution shall be passed final- ly on the date of its introduction and that such ordinance or reso- lution shall be read at three several meetings of the City Councdl, and the Mayor having declared such emergency and necessity, request- ing the suspension of said Charter rule and that this resolution be passed fi.nal7y on the date of its introduction and that it take ef- fect and be in full force and effect from and after its passage, IT IS SO RESOLVED. Corpus Christi, Texas 26p , 1950 TO THE MEMBERS OF TEE CITY COUNCIL Corpus Christi, Texas Gentlemen: For the reasons set forth in the emergency clause of the fore- going ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at.three meetings of the City Council; I, therefore, hereby request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
