AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER OF
THE CITY OF CORPUS CHRISTI FOR AND ON BERAIF
OF THE CITY TO EXECUTE A RELEASE OF SIDEWALK
LIENS FOR SIDEWALK IMFROVFAgm ON LOT 18, PARK
BIOGK, OCEAN VIEW ADDITION TO THE CITY OF COR-
PUS CHRISTI, MESAS, AND THE ASSESSMENTS AGAINST
THE OWNER OF SAID LOT, HELEN COS HAHUWICKE, FOR
THE REASONS SET OUT IN SAID RELEASE, A COPY OF
WHICH IS ATTACHED HERETO AND MADE A PART HEREOF
FOR ALL PERTINENT PURPOSES; AND DECLARING AN
EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
SECTION 1. That the City Manager of the City of Corpus
Christi, be, and he is hereby, authorized and directed for and on
behalf of the City to execute a release of sidewalk liens for side-
walk improvements on Lot 18, Park Block, Ocean View Addition to the
City of Corpus Christi, Texas, and the assessments against the
owner of said lot, Helen Cox Hardwicke, for the reasons set out
in said release, a copy of which is attached hereto and made a
part hereof for all pertinent purposes, reading as followss

COUNTY OF NUECES 0 KNOW ALL MEN BY THESE PRESENTSs
WHEREAS, by virtue of an Ordinance of the City Council of
the City of Corpus Christi, Texan, being Ordinance No. 1969, duly
enacted on the 29th day of August, 1946, as amended on the 25th
day of March, 1947, by Ordinance No. 2049, there was levied an
assessment against property abutting those certain streets or por-
tions of streets within the limits therein set forth, and in
particular against Lot 18, Park Block, Ocean Vies Addition to the
City of Corpus Christi, Texas, and against the real and true owner thereof
thereof, named as follows:

AND,
WHEREAS, the improvements described in said Ordinances
were never in fact completed as to said property and the existence
of said special assessment, as described in maid Ordinances, con-
stitutes a cloud on said property which should be removed by the
execution and delivery of a release of said assessment liens
NON, THEREFORE, The City of Corpus Christi, Texas, a muni-
cipal corporation, for and in consideration of the prises does
hereby RELEASE said property from all liens securing the payment
of said assessment and the owner of said property from all personal
liability created by the issuance of said ordinances and the other
proceedings of said city above referred to, and declaring said
special aaeesements of no force and effect. -

BEFORE Xis the undersigned authority, on this day personally
appeared Y. B. Collier, City Manager of the City of Corpus Christi,
known to me to be the person whose name is subscribed to the foregoing
instrument, and acknowledged to me that he executed the same as the
act and deed of said City of Corpus Christi, for the purposes and con-
sideration therein expressed, and in the capacity therein stated.
GIVEN UNDER MY HAND AND SEAL OF OFFICE this the day
of January, A. D. 1951.

SECTION 2. The necessity for clearing the title to said
lots creates a public emergency and an imperative public necessity
requiring the suspension of the Charter rule that no ordinance or
resolution shall be passed finally on the date of its introduction
and that such ordinance or resolution shall be read at three several
meetings of the City Council, and the Mayor, declaring such emergency
and necessity to exist, having requested the suspension of said
Charter rule and that this ordinance be passed finally on the date
of its introduction and take effect and be in full force and effect
from and after its passage, IT IS SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at.three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
