APPROPRIATING $7,021.15 FROM N0. 296 WROMENT
BONDS 1950 CONSTRUCTION FUND (PUBLIC LIBRARY) TO
PAY FOR BOOKMOBILE BODY TO BE PURCHASED FROM THE
ACE DISTRIBUTING CCMPANY OF HOUSTON FOR LA RETAMA
PUBLIC LIBRARY IN ACCORDANCE WITH TABULATION OF
BIDS ON FILE IN THE OFFICE OF THE CITY SECRETARY;
AUTHORIZING AND DIRECTING THE CITY MANAMR, TO EXECUTE,
FOR AND ON BEHALF OF THE CITY ALL NECESSARY INSTRU-
MENTS REQUISITE TO SUCH PURCHASE; AND DECLARING AN
EMERGENCY
WHEREAS, The extension of the Public Library by the purchase
of a bookmobile has been deemed expedient; and
WHEREAS, There is available and unappropriated sufficient
funds in No. 296 Improvement Bonds 1950 Construction Fund (Public Li-
brary) for ouch purchase, said fund having been created from the sale
of bonds voted and issued for the purpose enlarging our Public Library;
and
WHEREAS, Bids having been submitted, considered and an award
made for the lowest andmost advantageous bid to the City of Corpus Christi,
it is now necessary to make proper authorization for such purchase:
NOR, THEREFORE, BE IT ORDL NED BY THE CITY COUNCIL OF THE
CITY CF CORPUS CHRISTI, TEXAS:
SECTION 1. That there is hereby appropriated out of No.
296 Improvement Bonds 1950 Construction Fund (Public Library) the sum
of $79021:.15 for the purchase of a bookmobile body from Ace Distribu-
ting Company of Houston for LaRetama Public Library according to the
bid of said A660istributing Company opened on the 2nd day of January,
1951, said bid being the lowest and most advantageous bid to the City
of Corpus Christi, in accordance with bid tabulations on file in the
Office of the City Secretary of the City of Corpus Christi.
SECTION 2. That the City Manager of the City of Corpus
Christi be and he is hereby authorized and directed for and on behalf
of the City to execute all necessary instruments necessary and requisite
to such purchase. ,
SECTION 3e The necessity of authorizing the proper use
of funds previously voted for the purpose of enlarging of our public
library and for the immediate purchase of said bookmobile creates a
public emergency and an imperative public necessity requiring the sus-
pension of the Charter role that no ordinance or resolution sha11 be
passed finally on the date of its introduction and that such ordinance
or resolution shall be read at three several meetings of the City Coun-
oil, and the Mayor, declaring such emergency and necessity to exist,
having requested the suspension of said Charter rule and that this ordi-
nance be passed finally on the date of its introduction and take effect
and be in full force and effect from aid after its passage, IT IS ACCORD-
INGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.

I certify to the City Council that the money required
for the contract, agreement, obligation, or expenditure contemplated
in the above and foregoing Ordinance is in the Treasury of the City
of Corpus Christi to the credit of No. 296 Improvement Bonds
3.950 Construction Fund( Public Library)
Fund from which it is proposed to be drawn, and such money is not
appropriated for any other purpose.
