AN ORDINANCE MUM FINDINGS OF FACT WITH RESPECT TO THE PETITION OF THE SOUTHWESTERN BELL TELEPHONE COMPANY FOR AN INCREASE IN ITS RATES FOR EXCHANGE SERVICE IN THE CITY OF CORPUS CHRISTI, TEXAS; ADTHORIZ- ING A SCHEDULE OF RATES APPLICABLE WITHIN THE CITY OF CORPUS CHRISTI, TEXAS, FOR EXCHANGE SERVICES, AND FIX- ING A DATE,FOR APPLICATION OF SUCH RATES. WHEREAS, The Southwestern Bell Telephone Company,on the 29th day of August, 19501 filed its petition with the City Council of the City of Corpus Christi seeldng an increase in the rates to be charged by said Company for exchange telephone service in said.City; and WHEREAS, On December 5, 1950, the City Council of the City of Corpus Christi by motion duly passed ordered a public hearing on said petition to be held on Thrusdap, December 21, 1950 in the Coun- cil Chamber of the City Hall at Corpus Christi, Texas; and WHEREAS, On said day the City Council of the City of Corpus Christi opened said hearing and proceeded to fully hear the evidence presented by the Southwestern Bell Telephone Company and the City of Corpus Christi, closing said hearing on December 22, 1950, an official stenographic transcript of such proceedings being on file with the City Secretary; and WHEREAS, The City Council of the City of Corpus Christi has now duly considered said petition and ail the evidence: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY CF CORPUS CHRISTI, TEXAS: - SECTION 1. The City Council of the City of Corpus Christi does hereby make and adopt the following findings of fact: At That the telehone system in Corpus Christi is not adequate to meet the needs of the City and its adjacent areas; and the Southwestern Bell Telephone Company is now engaged in an ex- pansion program requiring the expenditure of substantial sums of money and has pledged itself to carry out such program as quickly as posgible. 1- • as possible. B. That the fair value of the property of the Southwestern Bell Telephone Company used and useful in the public service in exchange telephone operations in the City of Oorpus Christi will be, when such expansion program is substantially com- plete, $9,125,000, comprising the following principal items: Net cost of Plant at 6130150 $4,686,607 1 Additions to Plant 6130150 to 111151 900,000 Additional investment necessary to substantially complete the expansion program 3,413,393 Cash working Capital 48,702 Material and Supplies 76,298 TOTAL $9,125,000 C. That a fair return to the company to allow a just profit will be six percent per annum based on the fair value of the companyls property used and useful in the public service. D. That the annual expense requirements of the company sufficient to provide all items of operating expenses, charges to depreciation, Federal income tax, City and State gross ' receipts tax, when the program is substantially complete, will be $2,490,327.00. E. That the gross sum of money needed to pay the above requirements and also to provide a fair return on the fair value of the properties used anduseful in the public service will, when the program is substantially complete, be $3037,827.00. F. That the schedule of rates hereinafter es- tablished will provide, taking into account Directory advertising and other miscellaneous revenues, to the company an annual income sufficient to meet its total expense requirements and pay the fair return above set forth. , SECTION II. The Southwestern Bell Telephone Company is authorized to place said schedule of rates in effect at 12:01 A.M. February 15, 1951, or at such later time as the company may desire. SECTION IV.
