A. WALSH FOR SUCH CONSTRUCTION, A COPY OF- W=ONTRAC7 -WM MMr%7 PLANS ADD SPECIFICATIONS ARE MADE A PART EU;REOF BY REFER- ENCE; AND DECLARING AN aDOGENCY. WHEREAS, The national emergency and program for civilian de- fense makes it necessary to construct a civilian defense building; and WHEREAS, There are sufficient and unappropriated monies in Not 296 Improvement Bonds 1950 Construction Fund (Municipal Auditorium) from which appropriation for the cost of such construction may be made; and 74MREAS, Bids have been received, considered and an award made for the moat advantageous bid to the City of Corpus Christi; and it is now necessary to make such appropriation and to authorise the execution of such contract in accordance with said award; NOW, THEREFORE, BE IT ORDAINED BY M CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That there is hereby appropriated from No. 296 Improvement Bonds 2,950 Construction Fund (Municipal Auditorium,) the aum of $333,975, the amount of $329,975 of which is to be paid in ac- cordance with the contract described in Section 2 hereof as the contract price for construction hereinafter described, and the balance of approxi- mately ten percent of such contract price, is being hereby appropriated for contingent costs of such construction. SECTION 2. That the City Manager is hereby authorized and directed to execute for and on behalf of the City of Corpus Christi a contract for the construction of a one story steel and reinforced con- crete frame and masonry civilian defense building between the East and West Drives of Shoreline Boulevard in the vicinity of Broadway Courts Street in the City of Corpus Christi, with J. A. Walsh, which contract a9�¢ has been awarded said_ J. A. Walsh in accordance with plans andspecifica- tions and contract documents on file in the Office of the City Secretary, all of which are incorporated herein and made a part hereof by reference, and according to the bid of said J. A. Walsh opened on the 23rd day of January, 1951, such bid being the lowest and most advantageous bid to the City of Corpus Christi, and sucb..award having been recommended by the Director of Public Works in concurrence with the recommendation of Richard S. Colley, Architect, in conjunction with the construction of the Municipal Auditorium, whose recommendation is attached hereto and made a part hereof. , SECTION 3. That the necessity for providing a building for housing the headquarters of civilian defense activities in case of emergency to guard the health and general welfare of the citizens of the City of Corpus Christi creates a public emergency and an impera- tive public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at - threeseveral meetings of the City Council, and the Mayor, having de- clared such emergency and necessity to exist, requesting the suspen� sion of said Charter rule and that this ordinance be passed finally on the date of its introduction and take effect ad be in full force and effect from and after the date of its passage, IT IS ACCORDINGLY SO ORDAINED. ' _ _::• -It is recommended that a contract be awarded to J. A. Walsh for the ^ construction of this building on his love bid of $329,975.00. This reconmendetion is concurred in by Richard S. Stirman Director of Public Works, City of Corpus Christi Corpus Christi, Texas Dear Mr. Stirman: I have very carefully examined the bids received on the Civilian Defense Center, and recommend that the low bidder, Mr. J.A. Walsh be awarded the contract. This building at the bid price comes within our original estimate, and after Architects fees are deducted from the original bond issue of $1,400,000.00 , we will have approx- imately $1,000,000.00 left for the Auditorium section. This will be sufficient for this structure unless the inflation spiral gets out of hand, and apparently this is not going to happen in the face of price control. We had an alternate for elimination of the finish and fixt- ures in the bank of rest rooms to serve the Auditorium. This allowed a deduction of $7,534.00. I suggest that we not accept this. I recommend that the contract be awarded in the Lump Sum amount of $329,975.00 as quickly as possible so that the Contractor may advise his sub- contractors to start pro- curement of materials at once.
