BE IT ORDAINED RY THE CITY COUNCIL OF THE CITY OF COTc'US CHRISTI,
TEXAS:
« SECTION 1, Possession of Marijuana. It shall hereafter be
unlawful for any person, firm or corporation to have in his, her or
its possession marijuana or any mixture or compound containing same.
SECTION 2. Use Of Marijuana. It shall hereafter be unlaw-
ful to smoke, eat or otherwise use marijuana or any mixture or com-
pound containing the same.
SECTION 3. Possession of Marijuana as Evidence. The posses-
sion of marijuana shall be prima facie proof that the possessor is
guilty of having same for the purpose of using same. ,
SECTION 4. Penalty for violation of three preceding articles.
Any person violating any provision of the three preceding articles
shall be punished by a fine of not more than two hundred dollars.
SECTION 5. EMERGENCY. The fact that the use or possession
of marijuana constitutes a menace to the health and safety of the
general public and the necessity of passing an ordinance in conform-
ity with State Laws prohibiting such use or possession creates a
public emergency and an imperative public necessity requiring the
suspension of the Charter rule that no ordinance or resolution shall
be passed finally on the date of its introduction and that such ordi-
nance or resolution shall be read at three several meetings of the
City Council and the Mayor having declared such emergency and woes-
sity to exist, and having requested the suspension of said Charter
;Wl.e and that this ordinance be passed finally on the date of its
introduction and take effect and he in full force and effect from
and after its passage, IT IS ACCORDINGLY SO ORDAINED.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at.three meetings of the `
City Council, I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
