S. HIGHNAY 18$ AIMING SECTION 50 (a) OF SAID ORDINANCE 2241 TO PROVIDE FOR A 45 MILE SPEED L119T AT ALL TIMES 017 INBOUND TRAFFIC LANE OF U. S. HIGHuVAY 181 FROM THE INTERSECTI0N OF SAID HIGEVAY V11TH GARNER STREET TO THE CITY LIMITS, AND BY ALTIMING MOTION 141 (a) OF SAID ORDINANCE TO PROVIDE FOR ODE WAY TRAFFIC MOVELIE.NT EAST OId MARHET STREET BEZ7EEN AVENUE "E" AND HAMILTON ROAD AND ONE 10Y TRAFFIC MOVV TT WEST ON GAMIER STREET BETITEEN NORTH SHORELINE BOULEVARD AND AVENUE "E"; PROVIDING FOR HETHOD OF PUBLICATION; AND DECLARING Ali _ EMERGENCY. , WHEREAS, A careful study of traffic conditions created by the construction of a Nuaces Bay Causeway and the enlargement of Highway 161 entering the City of Corpus Christi shows a need for chang- ing the present traffic regulation thereon; and I7BEREAS, The City Council has determined that the traffic regulations hereinafter promulgated are reasonable and prudent: 3IOd, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. The two center traffic lanes of Avenue E and the extensions thereof of Northsard across the Nueces Bay Causeway to the City Limits are hereby designated as, and herein referred to as, Inbound Traffic Lane and Outbound Traffic Lane respectively of U. S. Highway 181. SECTION 2. That Ordinance No. 2241, passed and approved by the City Council on the 16th day of Lurch, 1948, as recorded in Vol. 16 pages 197 et seq of the Ordinance and Resolution Records of the City of Corpus Christi, Texas, as thereafter amended and in particular as amended by Ordinance 2515, entitled: "REGULATING TRAFFIC UPON THE PUBLIC STREETS, ALLEYS, AND OTHER THOROUGHFARES IN THE CITY OF CORPUS CHRISTI, TEXAS, AND FIXING PENALTY FOR VIOLATIONS AND REPEALING ALL OTHER ORDINANCES AND SECTIONS OF ORDINANCES IN CONFLICT BERM(ITH" by amending Section 50 (a) and Section 141 (a) thereof as hereinafter provided in Sections 3 and 4. , 4 SECTION 3. That said Ordinance No. 22112 be, and it is hereby amended, by adding to Section 50 (a) thereof the following streets, speed limits, and effective times: "INBOUND Traffic lane of U. S. + Highway 181 from the City Limits to 300 feet north from + - the intersection of said Highway with Market Street.... + 45 Miles Per hour + At all time + "OUTBOUND Traffic lane of U. S. + + Highway 161 from the intersec- tion of said highway with Garner St, to the City Limits..+ 45 Iales Per hour + At all times SECTION 11. That said Ordinance No. 22111, be, and it is hereby amended, by adding to Section 141 (a) thereof the following streets for designation as one way streets and indicating the direction of movement of traffic thereon: + "'rket Street between Avenue "E" and Hamilton Road .........................East Garner Street between North Shoreline Boulevard and Avenue "E +' ..............Nest ". SECTION 5. This ordinance shall take effect from and after of its publication one time in the official publication of the City of Corpus Christi, which publication shall be sufficient if it con- tain the caption and title hereof, and state in summary the purpose of the ordinance and penalty for violation thereof. SECTION 6. The fact that it is imperative and necessary to the public safety and general welfare to maintain rules and regula- tions governing traffic upon the public streets and thoroughfares of the City of Corpus Christi, and in particular to regulate the speed limit and direction of traffic movement on the streets and areas here- in designated, creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule providing that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, declaring such emergency and necessity to exist, having requested the suspension of said Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and ef- fect from and after its PUBLICATION as herein provided, IT IS ACCORD- INGLY SO ORDAINED.
