AN ORDINANCE
AUTHORISING AND DIRECTING THE CITY
MANAGER FOR AND ON BEHAL'i OF THE CITY
OF CORPUS CHRISTI TO EXECUTE A RELEASE
OF SPECIAL ASSESSMENT FOR STREET Iff---

FEET ON THE NEST SIDE OF DWIGHT STREET

ESTATE OF S. C. CACERES, DECEASED, AND
ANITA CACERES, A WIDOW; A COPY OF WATCH
RELEASE IS ATTACHED HERETO AND MADE A
PART HEREOF; A ?`D DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager be, and he is hereby, authorized
and directed for and on behalf of the City of Corpus Christi to execute
a release of Special Assessment for street improvements covered by Certi-
ficate No. 9, dated March 10, 1942, against Lot 13, Block 4, West End Ad-
dition fronting 48 feet on the West side of Dwight Street and the real and
true owners thereof, Estate of S. C. Caceres, deceased, and Anita Caceres,
a widow, a copy of which release is attached here$e and made a part hereofv
for and in consideration of the principal and interest owing thereon.
SECTION 2. That the necessity for clearing the title to the property
involved creates a public emergency and an imperative public necessity re-
quiring the suspension of the Charter rule that no ordinance or resolution
shall be passed finally on the date of its introduction and that such ordi-
nance or resolution shall be read at three several meetings of the City
Council, and the Mayor, declaring such emergency and necessity to exist,
having requestedthe suspension of said Charter rule, that this ordinance
be passed finally on the date of its introduction, and that it take effect
and be in full force and effect from and after its passage, IT IS ACCORD-
INGLY SO ORDAINED.

WHEREAS, The said Special Assessment Certificate together with all
interest thereon, has been fully paid off and satisfied and at the time
of its payment the City of Corpus Christi was the owner and holder of
said certificate and of all liens securing its payment;
NOW,` THE -WOr&, The city of Corpus Christi, Texas; a municipal
- corporation, for and in consideration of the payment of said Special
Assessments does hereby release said property from all liens securing
the payment of said assessment and the owner of said property from all
5 personal liability created by the issuance of said certificate and the
other proceedings of said City above referred to, and declare said Spec-
ial Assessment BULLY SATISFIED AND DISCHARGED.
IN WITNESS WHEREOF, This instrument is executed by the proper
City Officials of the City of Corpus Christi, Texas and the corporate
seal affixed this the ' day of April, A.D. 1951.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
