WHEREAS, the Civil Service Board has unanimously recommended that the Council approve an amendment to the Civil Service Rules and Regulations such that the Board migkit exercise, until otherwise provided by the City ' Council, the potter to make exceptions as to residence requirements of employ- . sea by an order entered into the Minutes of the Board: NOW, THEREFORE BE IT ORDAINED DY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That, in accordance with the recommendation of the Civil Service Board, Section 2 of Article V of the Rules and Regulations of the Civil Service Board be amended by the addition, at the end of said Section, of the following proviso: "Provided that hereafter, until otherwise provided by the City Council, the Civil Service Board may make exceptions as to residence requirements of employees by an order entered in the Minutes of the Board." SECTION 2. The fact that the authority granted herein to the Civil Service Board is immediately necessary for the efficient administration of the classified civil service system of this City creates a public emergency and imperative necessity requiring the "suspension of the Charter Rule providing that no Ordinance or Resolution shall be passed finally on the date it is in- troduced, and that such Ordinance or Resolution shall be read at three several meetings Of the City Council, and the Mayor having declared that such public emergency and public necessity exist, and having requested that said Charter Rule be suspended, and that this Ordinance take affect and be in full force and effect from and after its passage, IT 19 ACCORDINGLY ORDAMM. 157 1,Ig PASSED AIM APPROVED, This the 1.2--day of 1951. t OR CITY OF CORPUS CHRISTI ATTEST: City Secretary APPROVED AS TO IEOAL FORM: City Att ey Corpus Christi, Texas TO THE MWERS OF THE CITY COUNCIL Corpus Christi, Texas Gentlemen: For the reasons set forth in the emergency clause of the fore- going ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, hereby request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
