ORDERING THE ACTION OF THE CITY COUNCIL OF THE CITY
OF CORPUS CHRISTI AS PROVIDED BY ORDINANCE NO. 3D54
ENTITLED "AN ORDINANCE BY THE CITY COUNCIL OF TO
CITY OF CORPUS CHRISTI, TEXAS, CALLING AN ELECTION
ON TIE QUESTION OF WHETHER OR NOT A CONTRACT BE AP-
PROVED ANDITHE CITY COUNCIL BE AUTIDRILED TO CAUSE
SAID CONTRACT TO BE EXECUTED BY AND ON BEHALF OF THE
CITY BY AND BETWEEN THE CITY OF CORPUS CHRISTI AND
REYNOLDS METALS COMPANY, A CORPORATION, FOR THE SUPPLY-
ING OF WATER IN SPECIFIED QUANTITIES, AT SPECIFIED RATES;
PROVIDING FOR CERTAIN FRANCHISE RIGHTS IN THE USE OF
PUBLIC LANDS AND STREET FOR THE LAYING OF PIPE LINES;
PROVIDING FOR RENEGOTIATION OF THE PRICE OF WATER;
PROVIDING FOR CERTAIN OPTICNS IN THE CITY OF CORPUS
CHRISTI; PROVIDING FOR ASSIGNMENT BY THE REYNOLDS METALS
COMPANY OF THE RIGHTS UNDER SAID CONTRACT UNDER CER-
TAIN CONDITIONS OR WITH THE APPROVAL OF THE CITY COUN-
CIL, SAID CONTRACT BEING SET OUT IN THIS ORDINANCE AND
AS SHWN BY ITS TERMS TO RUN FOR A PERIOD OF THIRTY (30)
YEARS; ±DESIGNATING THE PLACES FOR HOLDING SUCH ELECTION
NAMING THE OFFICERS THEREFOR, DESCRIBING FORM OF NOTICE
OF ELECTION; ENACTING PROVISIONS INCIDENT AND RELATING
TO THE SUBJECT OF THIS ORDINANCE; AND DECLARING AN
EMERGENCY- ADOPTED BY THE COUNCIL ON THE 22ND DAY OF
MAY, 1951, BE RESCINDED; . THAT SAID ORDINANCE BE RE-
PEALED; AND DECLARING AN EMERGENCY.
WHEREAS, It has been called to the attention of the City
Council that some members of the Public may be confused by the hold-
ing of the proposed bond election ordered by Ordinance No. 3053 with
the proposed Reynolds Metals Company Contract election called by Ordi-
nance No. 3054; and
WHEREAS, The Council, having heard and considered the matter
and feeling that the matterof the bond election is of primary import-
ance, concludes it is desirable to postpone the date for the election
submitting the matter of the Thirty year contract for supplying water
„ with Reynolds Metals Company to a later date;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:

- SECTION I. That the action of the City Council as provid-
ed in Ordinance No. 3054, entitled:
"AN ORDINANCE BY THE CITY COUNCIL OF TIE CITY OF
CORPUS CHRISTI, TEXAS, CALLING AN ELECTION ON THE
QUESTION OF WHETHER OR NOT A CONTRACT BE APPROVED
AND THE CITY COUNCIL HE AUTHORIZED TO CAUSE SAID
CONTRACT TO EE EXECUTED BY AND ON BEHALF OR THE CITY

BY AND BETWEEN THE CITY OF CORPUS CHRISTI AND
REYNOLDS METALS C011PANY, A CORPORATION, FOR THE
SUPPLYING OF WATER IN SPECIFIED QUANTITIES, AT
SPECIFIED RATES; PROVIDING FOR CERTAIN FRANCHISE
RIGHTS IN THE USE OF PUBLIC LAM AND STREETS FOR THE
LAYING OF PIPE LINES; PROVIDING FOR RENEGOTIATION
OF THE PRICE OF WATER; PROVIDING FOR CERTAIN OPTIONS
IN THE CITY OF CORPUS CHRISTI; PROVIDING FOR ASSIGN-

THE APPROVAL OF THE CITY COUNCIL, SAID CONTRACT BE-
ING SET OUT IN THIS ORDINANCE AND AS SHOWN BY ITS
TERMS TO RUN FOR A PERIOD OF THIRTY (30) YEARS;
DESIGNATING THE PLACES FOR HOLDING SUCH ELECTION;
NAMING THE OFFICERS THEREFOR; DESCRIBING FORM OF
NOTICE OF ELECTION; ENACTING PROVISIONS INCIDENT
AND IMLATING TO THE SUBJECT OF THIS ORDINANCE; AND
DECIAR41G AN EMERGENCY."
adopted by the City Council on the 22nd day of Mayo, 1951, be and the
same is hereby rescinded and said ordinance repealed.
SECTION II. The fact that it is necessary to notify and
acquaint the public with the decision of the Council to postpone the
election concerning the water supply contract with Reynolds Metals
Company to a date later than June 23, 19512 as soon as possible, creates
a public emergency and an imperative public necessity requiring the
suspension of of the Charter rule that no ordinance or resolution shall
be passed finally on the date of its introduction and that such ordi-
nance or resolution shall be read at three several meetings of the
City Council, and the Mayor, declaring such emergency and necessity
to exist, having requested the suspension of said Charter rule and
that this ordinance shall be passed finally on the date of its in-
troduction and take effect and be in full force and effect from and
after its passage, IT IS ACCORDINGLY PASSED AND APPROVED, This the

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such-ordinance or resolution shall be read at .three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
