AMENDING ORDINANCE Noe 3038 PASSED FINALLY AND APPROVED '
ON THE 29th DAY OF MAY, 1951, BY THE CITY COUNCIL. OF THE
CITY OF CORPUS CHRISTI, TEXAS, ENTITLED "AUTHORIZING AND
DIRECTING THE CITY MANAGER OF THE CITY CF CORPUS CHRISTI
TO EXECUTE A COOPERATION AGHEMNT FOR AND ON PEHAT OF
THE CITY WITH THE HOUSING AUTHORITY OF THE CITY OF coRpUS
CHRISTI IN CONNECTION WITH THE REQUESTED CONVEYANCE OF
PER11A ENT WAR HOUSING PROJECTS NOS, 41064 AND 11065 TO THE
HOUSING AUTHORITY OF THE CITY OF CORPUS CHRISTI FOR IOW
RENT USE.' BY AMENDING SECTION 1 THEREOF BY SUBSTITUTING
THE WORD'RECOMMENDEDt FOR THE WORD +REQUESTED, IN THE FIRST
LINE OF SAID PARAGRAPH AND PLACING A PERIOD AFTER THE WORD
'VETERANS, IN LINE SEVEN AND STRISING OUT THE INDEPENDENT
CLAUSE FOLLOWLIv'G SAID PERIOD; AND DECLARING AN EMERGENCY.
WHEREAS, It is necessary to amend ordinance No. 3038 so that the
cosreyence authorized to be executed therein may be made specifically in
accordance with the requirements of Section 606(a) of PL 849, 76th Congress,
as added by PL 475, 81st Congress, said conveyance date, by the provisions
of the Administration Contract to be executed with the Housing Authority,
in be subsequent to determination by the Public Hearing Authority that a
change in the national policy in respect to the conservation for defense
Purposes of federally owned housing permits such conveyance be made;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL. OF THE CITY
OF CORPUS CHRISTI, TEXAS,
SECTION 1. That Ordinance No. 3038, passed finally and approved
by the City Council on the 29th day of May, 1951, and entitled,
"AUTHORIZING AND DIRECTING THE CITY MANAGER OF
THE CITY OF CORPUS CHRISTI TO EXECUTE A COOPERA-
TIVE AGREEMENT FOR AND ON BERALF OF THE CITY WITH
THE HOUSING AUTHORITY OF THE CITY OF CORPUS CHRISTI
IN CONNECTION WITH THE REQUESTED CONVEYANCE OF PER-
MANENT WAR HOUSING PROJECTS NOS. 11064 AND 41G55 TO
THE HOUSING AUTHORITY OF THE CITY OF CORALS CHRISTI
FOR IOW RENT USE. ",
has and the same is hereby, amended by am
ending Section 1 thereof and the
same shell hereafter read as follows,
"SECTION 1. That it is hereby recommended that convey-
ance be made of such housing to the Housing Authority of the
City of Corpus Christi to be administered with no change in
' Policy contemplated or made so long as there is determined
to be a necessity for housing for civilian defense workers,
military,personnel, and /or veterans, as IoW -rent housing for
families of low incomes, particularly families of said ser_
vice men or veterans."

SECTION 2. That the immediate necessity of amending the afore-
said ordinance to meet the requirements of Public Law 81:9 as emended so
as to accomplish the purpose of the amended ordinance creates a public em-
ergency and an imperative public necessity requiring the sub ension of
the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction and that such ordinance or resolution shall
be read at three several meetings of the City Council, and the Mayor, de-
claring such emergency and necessity to exist, having requested the suspen-
sion of said Charter rule and that this ordinance be passed finally on the
date of its introduction and take effect and be in full force and affect
from and after its passage, IT IS ACCORDINGLY PASSED AND APPROVED This the
day of June, 1951.

Gentlemen:
For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
