HomeMy WebLinkAbout03099 ORD - 07/24/1951AN ORDINANCE ' ADOPTING A BUDGET FOR THE ENSUING FISCAL MBAR BEGINNING AUGUST 1, 1951, AND ENDING JUTS 31, 1952, IN ACCORDANCE WITH THE CITY CHARTER AS AMENDED FOR THE CITY OF CORDS CHRISTI, TEYAS; AND DECLARING AN EEORGENCY. . WHEREAS, The City Manager of the City of Corpus Christi, pursuant to Article V, Section 241 of the City Charter as amended, did, on June 12, 19511 submit to the City Council, a Budget Esti- mate of the revenues of said City, and the expenses of conducting the affairs thereof for the ensuing fiscal year# beginning August 1, 19511 and ending July 311 19521 and which said estimate has been compiled from detailed information obtained from the several de- partments, divisions and offices of the City, in accordance with said Charter provision; and WHEREAS, the members of the City Council have received and studied said City Menagerie Budget Estimate, end have called and held the proper hearings in accordance with Article 699 -A, of Vernon Is Annotated Statutes of Texas, on said Budget; and WEEEEA3, in accordance with Section 26, Article V of the Charter of the City of Corpus Christi, Texas, it is necessary that the City Council accept, approve and adopt the Budget at the con- clusion of such public hearings, and before the first regular meet- ing in August of the City Council, NOW, THEREFORE, HE IT ORDAINED BY THE CITY c0GNCII. OF THE CITY OF CORPUS CHRISTI, TMS, SECTION 1. That the Budget of the City of Corpus Christi, covering the proposed expenditures of the City of Corpus Christi, and the estimate of the revenues of the a aid City for the fiscal year beginning August 1, 1951, and ending July 31, 1952, as submitted to the Council by the City Manager of said City on June 12, 1951, be, -1» f X099 and the same is in all things accepted, approved, and adopted as the Budget of the City of Corpus Christi, Tares, for the fiscal year beginning August 1, 1951, and -ding July 31, 1952, a copy of which Budget is attached hereto and marked Exhibit "An, and made a part hereof for all pertinent purposes. SECTION 2. That the fact that the provisions of the City Charter prescribed that the Budget be adopted and approved before the first regular meeting in August, and the fact that the same has not been heretofore approved create a public emergency and an im- perative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date it is introduced and that such ordinance or resolution shall be read at three several meetings of the City Council, and the ILayor having declared that such public emergency and imperative public necessity esiat, having requested the suspension of said Charter role and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after HIS /er its passage, IT IS ACCORDINGLY PASSED AND APPROVED T Thea!� —%W of July, A.D. 1951. Corpus Christi, Texas G7, 195 TO THE 1MERS OF THE CITY COUNCIL' Corpus Christi, Texas Gentlemen: For the reasons set forth in the emergency clause of the fore- going ordinance, a public emergency and imperative necessity exist for the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at -three meetings of the City Council, I, therefore, hereby request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council.
