THE SUM OF $35,956.20, AND APPROPRIATING FROM NO. 295
IMPROVEMEN£ BONDS 1948 CQJSTMTCTION FUND (SANITARY
SEWER IMPROVEMENTS) THE SUM OF $12,500.00, A TOTAL
OF $48,456.20 TO BE PAID FREESE, NICHOLS, AND TURNER,
CONSULTANT ENGINEERS, AS PAYMENT OF FEES AND COMPEN-
SATION FOR SERVICES PERFORIED UNDER CONTRACT WITH THE
CITY, DATED FEBRUARY 21, 1950, AUTHORIZED BY ORDINANCE
N0. 2711, IN CONNECTION WITH IMPRCVEMFdiTS TO THE SEWAGE
TREATMENT PLANTS, SANITARY SEWER DISPOSAL SYSTEM, AND
IN PARTICULAR IMPROVEMENTS AND ADDITIONS TO THE BROADWAY
AND OSO TREATMENT PLANTS] AND DECLARING AN EMERGENCY.
WHEREAS, Under Ordinance No. 2731 engineering construction
supervisory worst in connection with improvements to the sewage
treatment plants, sanitary sewer disposal system, and in connee-
tion with such other projects as designated by the City was author-
ized by a contract described in said ordinance; and
WHEREAS, No appropriation has been made for the payment for
said services, but there are sufficient funds on hand for the
payment of the fees under such contract, which fees are under the
terms of saidNcontract in the total of approximately $48,500.00;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL, OF THE CITY
OF CORPUS CHRISTI, TEMi
SECTION 1. For the payment of fees and compensation for
services performed under provisions of the contract with Freese,
Nichols, and Tamer, Consultant Engineers, described in Ordinance
No. 2731, passed on the 21st day of Februarg, 1950, there is here-
by appropriated the following sums from the foliovring funds:
$35,956.20 from No. 299 Improvement Bonds 1950 Construction Fund
(Sanitary Sewer Improvements), and $12,500.00 from No. 295 Im-
provement Honda 1948 Construction Fund (Sanitary Sewer Improvements),
totaling the amount of $48,456.2o.
SECTION 2. The necessity of complying with the requirements
of the provisions of said contract, providing for said pint, and
the obligation of the City to make payment as services are rendered
create a public emergency and an imperative public necessity requiring
the suspension of the Charter rule that no ordinance or resolution ,
shall be passed finally on the date of its introduction and that
such ordinance or resolution shall be read at three several meetings
of the City Council, and the Mayor, declaring such emergency and
necessity to exists having requested the suspension of said Charter
rule and that this ordinance be passed finally on the date of its
introduction and take effect and be in full force and effect from
and after its passagep IT IS ACCORDINGLY PASSED ADD APPROVED This

Gentlemen,
For the reasons set forth in the emergency clause of the fore-
' going ordinance, a public emergency and imperative neceseity exist for ,
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.
