HomeMy WebLinkAbout03150 ORD - 10/23/1951vn/ wci r ia23 -51 r so A RESOLUTION CHANGING AND MENDING THE FIRE @MEN AND POLICEMEN QUALI- FICATIONS OF THE CITY OF CORPUS CHRISTI UNDER ARTICLE 126961 SO AS TO ALLOW THE HIRING OF TEMPORARY FIREMEN AND POLICE41EN OVER THE AGE OF THIRTY -FIVE YEARS WITH CERTAIN RESTRICTIONS; AND DECLARING AN B ERGENCY. WHEREAS, the City of Corpus Christi is unable to recruit quali- fied employees in its fire and police departments because of the maximum age limit of thirty -five years provided by Article 126961 of Vernons Annotated Civil Statutes, and 11HEREAS, it is very desirous that the City of Corpus Christi have additional employees and such employees are needed at the present time, and 19HEREAS, the City Council of the City of Corpus Christi hereby finds that such condition constitutes an emergency. BE IT RESOLVED BY TILE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS AS FOLLOWS: SECTION 1. That the Civil Service Commission of the City of Corpus Christi is hereby requested to promulgate additional rules and regulations governing the temporary employment of personnel for the fire and police departments of the City of Corpus Christi to allow the temporary employment of personnel over the age of thirty -five (35) years, provided, however, that such rules shall contain these provisions: (a) Such personnel shall be designated as temporary employees. (b) Such personnel shall be ineligible for pension benefits. (c) Such personnel shall be ineligible for appointment or promo- tion when one or more permanent applicants or employees are available. (d) Such personnel shall be ineligible to become full - fledged civil service employees. (e) Such personnel may be terminated before any permanent civil service employee is terminated pursuant to Section 21, Article 1269Mi of Vernon's Annotated Civil Statutes. 31clf-I SECTION 2. That the inability to recruit qualified employees for the fire and police departments of the City of Corpus Christi because of the thirty —five year age limit creates a public emergency and an inF- perative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, declaring such emergency and necessity to exist, having requested the suspension of said Charter rule and that this ordinance be passed finally on the date of its introduction and take effect and be in full force and effect from and after its passage, IT IS SO RESOLVED.
