AUTHORIZING AND DIRECTING THE CITY MANAGER FOR
AND ON BEHALF OF THE CITY OF CORPUS CHRISTI TO
EXECUTE A CONTRACT WITH SOUTH TEXAS CONSTRUCTION
COMPANY FOR THE CONSTRUCTION OF STREET IMPROVE-
MENTS ON DODDRIDGE STREET FROM ALAMEDA STREET TO
STAPLES, A COPY OF WHICH CONTRACT AND DOCUMENTS
ARE MADE A PART HEREOF BY REFERENCE AND ON FILE IN
THE OFFICE OF THE CITY SECRETARY; APPROPRIATING
$14,084.75 FROM NO. 297 IMPROVEMENT BONDS 1951
CONSTRUCTION FUND (STREET IMPROVEMENTS), $12,804.32
BEING THE CONTRACT PRICE WITH THE BALANCE OF
$1,280.43 TO COVER ENGINEERING AND CONTINGENCIES;
AND DECLARING AN EMERGENCY.
WHEREAS, Certain improvements have been deemed necessary,
and there are sufficient funds in No. 297 Improvement Bonds 1951 Construc-
tion Fund (Street Improvements) with which to pay the cost of construction
of such improvements; and
WHEREAS, Bids have been received, considered and an award
made for the most advantageous bid to the City of Corpus Christi, Texas,
and it is now necessary to authorize the execution of a contract in
accordance with such award and to appropriate said money:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager of the City of Corpus Christi
for and on behalf of the City be, and he is hereby authorized and directed
to execute a contract with South Texas Construction Company for the construc-
tion of street improvements on Doddridge from Alameda Street to Staples Street
in the City of Corpus Christi, Texas, which contract has been awarded said
South Texas Construction Company in accordance with plans and specifications
and contract documents on file in the office of the City Secretary, all in-
corporated herein and made a part hereof by reference, and in accordance with
the said bid of said South Texas Construction Company opened on November 6,

1951, the said bid being the lowest and most advantageous bid to the City of
Corpus Christi, Texas.
SECTION 2. That there is hereby appropriated out of
No. 297 Improvement Bonds 1951 Construction Fund (Street Improvements)
$12,804.32 as the contract price of said construction to be paid in
accordance with the contract described in Section 1 hereof and the
sum of $1,280.43, being the equivalent to ten percent of the

contract price, to cover engineering and contingencies, a total appro-
priation of $14,084,75.
SECTION 3. That the necessity for improved streets in the
area concerned, being of the greatest importance to the public health,
safety and general welfare, creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no•
ordinance or resolution shall be passed finally on the date of its intro-
duction and that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor, declaring such emer-
gency and necessity to exist, having requested the suspension of said
Charter rule and that this ordinance be passed finally on the date of its
introduction and take effect and be in full force and effect from and
after its passage, it is accordingly so PASSED AND APPROVED this the

For the reasons set forth in the emergency clause of the fore-
= going .ordinance, a public emergency and imperative necessity exist for

resolution shall be passed finally on the date it is introduced, and
--that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Councile
