AUTHORIZING AND DIRECTING THE CITY MANAGER TO
EXECUTE FOR AND ON BEHALF OF THE CITY OF CORPUS
CHRISTI A CONTRACT WITH T. H. LEE, CONTRACTOR, FOR
THE CONSTRUCTION OF STORRI SEWER IMPROVEMENTS ON
ALAMEDA STREET FROM PROCTOR CHANNEL TO THE SOUTH
EAST CORNER OF THE DRISCOLL FOUNDATION PROPERTY,
A COPY OF WHICH CONTRACT AND DOCUMENTS ARE MADE
A PART HEREOF BY REFERENCE AND ON FILE IN THE
OFFICE OF THE CITY SECRETARY; APPROPRIATING $15,750.90
frOM NO. 297 IMPROVEMENT BONDS 1951 CONSTRUCTION
FUND (S-rOR11 SEWERS), $14,319.00 BEING THE CONTRACT
PRICE WITH THE BALANCE OF $1,431.90 TO COVER
ENGINEERING AND CONTINGENCIES; AND DECLARING AN
EMERGENCY,
WHEREAS, Certain improvements have been deemed necessary,
and there are sufficient funds in No. 297 IMPROVEMENT BONDS 1951 CONSTRUC-
TION FUND (STORM SEWERS) with which to pay the cost of construction of
such improvements; and
11HEREAS, Bids have been received, considered and an award
made for the most advantageous bid to the City of Corpus Christi, Texas,
and it is now necessary to authorize the execution of a contract in
accordance with such award and to appropriate said money:
NOV1, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager of the City of Corpus
Christi for and on behalf of the City be, and he is hereby authorized and
directed to execute a contract with T. H. Lee for the construction of
storm sewer improvements on Alameda Street from Proctor Channel to the
southeast corner of the Driscoll Foundation Property in the City of Corpus
Christi, Texas, which contract has been awarded said T. H. Lee in accordance
with plans and specifications and contract documents on file in the office
of the City Secretary, all incorporated herein and made a part hereof by
reference, and in_ accordance with the said bid of said T. H. Lee, contractor,
opened on November 6, 1951, the said bid being the lowest and mostadvantageous
bid to the City of Corpus Christi, Texas.
SECTION 2. That there is hereby appropriated out of No. 297
Improvement Bonds 1951 Construction Fund (Storm Sewers) $15,750.90, the contract
price being $14,319.00 to be paid in accordance with the contract described in Section
564
I hereof plus the sum of $1,431.90, being the equivalent to ten percent of
the contract price, to cover engineering and contingencies.
SECTION 3. That the necessity for better drainage in the
area concerned, being of the greatest importance to the Public Health,
Safety, and General Walfare, creates a public emergency and an imperative
public necessity requiring the suspension of the Charter rule that no
ordinance or resolution shall be passed finally on the date of its intro-
duction and that such ordinance or resolution shall be read at three
several meetings of the City Council, and the Mayor, declaring such
emergency and necessity to exist, having requested the suspension of said
Charter rule and that this ordinance be passed finally on the date of its
introduction and take effect and be in full force and effect from and
after its passage, it is accordingly so PASSED AND APPROVED this the
day of November, 1951.

For the reasons set forth in the emergency clause of the fore-
going ordinance, a public emergency and imperative necessity exist for
the suspension of the Charter rule or requirement that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council; I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council,
