AREAS, Certain improvements have been determined to be necessary to connect the south drive and north drive on Louisiana Avenue at a point approximately midway between Alameda Street and Swantner Drive to improve traffic conditions as recommended by the Citizens Traffic Commission and the Director of Public Works; and WHEREAS, There ara sufficient funds available and unap- propriated in No. 295 Improvement Bonds 1948 Construction Fund (Street Improvements) to cover the cost of said improvements; and WHEREASs It now becomes necessary to appropriate said sum and to enter into an agreement to have such improvements made; NOW. THEREFORE] BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS; SECTION 1. That there is hereby appropriated out of No. 295 Improvement Bonds 1948 Construction Fund (Street Improvements) the sum of $469.50 to cover the cost of concrete curbs and gutters to be constructed along Fifteenth Street extension between the north and south lanes of Louisiana, being 313 linear feet of curbs and,guttsrs at $14.50 per linear foot, in accordance with the negotiated contract authorized and described in Section 2. SECTION 2. That the City Manager is hereby authorized to negotiate and to enter into an agreement with C. L. Castor, Contractor, for the construction of the improvements described herein at the cost of $469.50. .3 16a SECTION 3o That the necessity of providing for a better interchange of traffic between the north and south lanes of Louisiana by the construction of the aforesaid improvements immediately creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall C• be passed finally on the date of its introduction and that such ordi- nance or resolution,shall be read at three several meetings of the City Council, and the Mayor, having declared such emergency and neces- sity to exist, having requested the suspension of said Charter rule and that this ordinance be approved and passed on the date of its introduction and take effect and be in full force and effect from and after its passages, IT IS ACCORDINGLY PASSED AND APPROVED This the1_1Lr of December, A.D. 1951.
