HomeMy WebLinkAbout03184 ORD - 12/14/1951DECEMBER_ 14, 1951 YA e AN ORDINANCE APPROPRIATING FROM NO. 296 IMPROVEMENT BONDS 1950 CONSTRUCTION FUND (STREET TRAFFIC CONTROL) .THE SUM OF SIX HUNDRED SIXTY AND 50/100 DOLLARS ($660.50) TO REIMBURSE NO. 102 CURRENT FUND AND DEPOSITED TO THE CREDIT OF POLICE DIVISION CODE XL TO COVER EXPENDITURES FOR THE INSTALLATION OF TRAFFIC CONTROL SIGNALS (PEDESTRIAN ACTUATED) FOR THE PURPOSE OF PROTECTING AND FOR THE USE OF THE GENERAL PUBLIC, PARTICULARLY SCHOOL CHILDREN, IN THE 4400 BLOCK OF SOUTH ALAMEDA DI- RECTLY IN FRONT OF WINDSOR PARK SCHOOL, SAID IN- STALLATION HAVING BEEN MADE BY CITY FORCES; AND DECLARING AN EMERGENCY. WHEREAS, TRAFFIC SPEED AND VOLUME ON SOUTH ALAMEDA STREET, PARTICULARLY IN THE VICINITY OF THE WINDSOR PARK SCHOOL, WARRANT THE INSTALLATION OF A PEDESTRIAN ACTUATED SIGNAL IN THE 4400 BLOCK OF SOUTH ALAMEDA STREET TO PROTECT AND FOR THE USE OF THE GENERAL PUBLIC, PARTICULARLY SCHOOL CHILDREN; AND WHEREAS, SUCH SIGNAL HAS BEEN INSTALLED WITH FORCE ACCOUNT LA- BOR AND MATERIAL BY THE TRAFFIC DIVISION OF THE POLICE DEPARTMENT, AND THERE IS NEEDED SIX HUNDRED SIXTY AND 50/I00 DOLLARS ($660.50) TO COVER THE COST OF MATERIALS AND LABOR USED IN SUCH INSTALLATION, EXPENDED BY SAID POLICE DEPARTMENT; AND WHEREAS, THERE ARE SUFFICIENT FUNDS AVAILABLE AND UNAPPROPRIATED IN NO. 296 IMPROVEMENT BONDS 1950 CONSTRUCTION FUND (STREET TRAFFIC + CONTROL) TO MAKE SUCH REIMBURSEMENT TO THE POLICE DEPARTMENT: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION I. THAT THERE IS HEREBY APPROPRIATED FROM N0. 296 IM- PROVEMENT BONDS 1950 CONSTRUCTION FUND (STREET TRAFFIC CONTROL) THE SUM OF $660.50 FOR PAYMENT TO N0. 102 CURRENT FUND TO THE CREDIT OF POLICE DIVISION CODE XL FOR EXPENDITURES IN THE INSTALLATION OF A TRAFFIC CONTROL SIGNAL, PEDESTRIAN ACTUATED, IN THE 4400 BLOCK OF SOUTH ALAMEDA DIRECTLY IN FRONT OF WINDSOR PARK SCHOOL, FOR THE PUR- POSE OF PROTECTING AND FOR THE USE OF THE GENERAL PUBLIC, PARTICU- LARLY SCHOOL CHILDREN, WHICH PROJECT HAS BEEN INSTALLED WITH FORCE ACCOUNT LABOR AND MATERIAL IN ACCORDANCE WITH THE ATTACHED REQUEST FOR REI- MBUR�, WHICH IS MADE A PART HEREOF. SECTION 2. THAT THE NECESSITY FOR REIMBURSING THE TRAFFIC DIVISION OF THE POLICE DEPARTMENT FOR SAID EXPENDITURES IMMEDIATE- LY AND THE IMPORTANCE OF SAID PROJECT TO PUBLIC SAFETY CREATE A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF SAID CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEET- INGS OF THE CITY COUNCIL, AND THE MAYOR, HAVING DECLARED SUCH EM- ERGENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY PASSED AND APPROVED THIS THE /L DAY orDECEMBER, A.D. L951• MAYOR THE CITY OF CORPUS CHRISTI, TEXAS TTES T: CITY SECRETARY APMVED S GAL FOR AP C -Y AT Corpus Christi, Texas TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas Gentlemen: For the reasons set forth in the emergency clause of the foregoing ordinance, a public emergency and imperative necessity exist for the suspen- sion of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, hereby request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council. Baskett, Traffic Coordinator Date October 3. 1951 _ Traffic signal installation This Department recommends the immediate installation of a traffic control device in the 4400 block of South Alameda Street. This signal will be used for the protection of school children attending Windsor Park School. We have on hand a Crown Pedestrian Actuated Signal that would be ideal for this location. There are no cross streets near the school and it is recommended that this signal be placed directly in front of the school. The primary purpose of this signal would be for the protection of seventy -nine (79) children, of elementary school F age, to have to cross Alameda Street going to and from school. This signal can be set to operate only during school hours and on school days and it is fool proof as far as pedestrians haulting traffic unnecessarily as the controller has to make a complete cycle even if the push button is pushed immediately after the traffic is stopped. The aforementioned signals were loaned to this Department on a trial basis last year but proved ineffective because of the poor relays on the controller. The Crown Signal Company has supplied us with a brand new controller and cabinet with heavier relays and the Electrical Superintendent has approved the new relay. The price for the total signal in 1950, when loaned to this Department, was $475.00. I contacted the factory and, although their price is $525.00 now, we can still purchase this signal set for $475.00. The total installation price will be as follows: One complete Crown Pedestrian Actuated School Signal ai 475.00 Drilling four (4) inch hole under Alameda Street - 22' @ 01.25 per foot 27.50 Concrete for pedestal, excavation for underground duct, miscellaneous hardware and labor 158.00 Total of installation $660.50 Traffic speed and volume, 5,198 vehicles annual twenty -four hour average and 30th.peak -hour 727 vehicles warrant this installation.
