HomeMy WebLinkAbout03283 ORD - 06/24/1952II°IJINOGn:Ar 6/19/52 (5) AN ORDINANCE �a a APPROPRIATING SIX HUNDRED EIGHTY -NINE DOLLARS AND FOUR CENTS 9.0 ) FROM NO. 296 IMPROVEMENT BONDS 1950 CON- STRUCTION FUND (STREET TRAFFIC CONTROL SYSTEM TO COVER THE COST OF A NEW TRAFFIC SIGNAL SYSTEM AT THE INTERSECTION OF LEOPARD AND CARANCAHUA STREETS TO BE INSTALLED BY CITY FORCES; AUTHORIZING AND DIRECTING THE DIRECTOR OF PUBLIC WORKS TO PROCEED WITH SAID PROJECT; AND DECLARING AN EM- ERGENCY. WHEREAS, THERE IS NEEDED SIX HUNDRED EIGHTY -NINE DOLLARS AND FOUR CENTS ($689.04) FOR THE INSTALLATION OF A NEW TRAFFIC SIGNAL SYSTEM - AT THE INTERSECTION OF LEOPARD AND CARACAHUA STREETS IN THE CITY OF CORPUS CHRISTI, SUCH INSTALLATION BEING-NECESSITATED BY THE REMOVAL OF CENTRAL POWER AND LIGHT COMPANY POWER POLES FROM THIS INTERSECTION; AND WHEREAS, THERE ARE SUFFICIENT FUNDS AVAILABLE AND UNAPPROPRIAT- ED IN N0. 296 IMPROVEMENT BONDS 1950 CONSTRUCTION FUND (STREET TRAFFIC CONTROL SYSTEM) FOR SUCH APPROPRIATION; AND • WHEREAS, SAID WORK IS BEING PERFORMED WITH CITY FORCES; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THERE IS HEREBY APPROPRIATED FROM No. 296 IMPROVE- MENT BONDS 1950 CONSTRUCTION FUND (STREET TRAFFIC CONTROL SYSTEM) THE SUM OF SIX HUNDRED EIGHTY -NINE DOLLARS AND FOUR CENTS ($689.04) TO COVER THE COST OF MATERIALS AND LABOR FOR THE INSTALLATION OF A NEW TRAFFIC SIGNAL SYSTEM AT THE INTERSECTION OF LEOPARD AND CARANCAHUA STREETS, SAID WORK TO BE PERFORMED WITH CITY FORCES. SECTION 2. 'THAT THE DIRECTOR OF PUBLIC WORKS IS HEREBY AUTHORIZED AND DIRECTED TO PROCEED WITH SUCH INSTALLATION IN ACCORDANCE WITH SECTION 1 HEREOF. SECTION 3. THAT THE NECESSITY FOR THE MAINTENANCE OF A STREET TRAFFIC CONTROL SYSTEM TO PROTECT THE HEALTH, SAFETY, AND GENERAL WELFARE OF THE GENERAL PUBLIC CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDI- NANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUN- CIL, AND THE MAYOR, HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, REQUESTING THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY PASS- ED AND APPROVED THIS THE 7` DAY OF Ju , A.D. 1952. RAY DR THE CITY OF CORPUS CHRISTI TTEST: TY SECRETARY APPROVED AS Tq LEGAL FOW: CITY ATT6 RNEY Corpus Christi, Texas � 195 TO THE MEMBERS OF THE CITY COUNCIL Corpus Christi, Texas Gentlemen: For the reasons set forth in the emergency clause of the foregoing ordinance, a'public emergency and imperative necessity exist for the suspen- sion of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three meetings of the City Council; I, therefore, hereby request that you suspend said Charter rule or requirement and pass this ordinance finally on the date it is introduced, or at the present meeting of the City Council. This installation was necessitated by the fact that the Central Power & Light Company was removing all of their power poles from this intersection and all of our equipment was connected to their poles.
