NICHOLS, AND TURNER, CONSULTING ENGINEERS FOR THIS PROJECT CONCURRING IN SAID RECOMMENDATION, AND AN EXTENSION OF TIME OF SAID CONTRACT HAVING BEEN RECOMMENDED, AND REQUEST FOR FINAL PAYMENT HAVING BEEN MADE: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE WORK OF CONSTRUCTION OF ENLARGEMENTS AT THE OSO TREATMENT PLANT AND STRUCTURES AT THE BROADWAY SEWAGE TREATMENT PLANT OF THE CITY OF CORPUS CHRISTI, TEXAS, BY HELDENFELS BROTHERS UNDER THEIR CONTRACT WITH THE CITY DATED JANUARY 4, 1951, AS AUTHORIZED BY ORDINANCE NO. 2952, HAV- ING BEEN PERFORMED AND COMPLETED IN ACCORDANCE WITH THE PLANS.,AND SPECIFICATIONS AND CONTRACT DOCUMENTS, AND THE REQUEST FOR EXTENSION OF TIME WAS DULY MADE BY THE CONTRACTOR AND SUCH REQUEST IS GRANTED AND SUCH CONTRACT EXTENSION HEREBY AGREED TO. SECTION 2. THAT THE DIRECTOR OF PUBLIC WORKS HAVING INSPECTED AND CERTI- FIED TO THE COMPLETION OF SAID WORK IN ACCORDANCE WITH SUCH CONTRACT DOCUMENTS, PLANS AND SPECIFICATIONS, AND THE CONSULTING ENGINEERS CONCURRING IN SAID RE- COMMENDATION, THE CONSTRUCTION WORK OF ADDITIONS TO SAID SEWAGE PLANTS PERFORM- ED BY HELDENFELS BROTHERS AS AFORESAID IS HEREBY FOUND TO HAVE BEEN COMPLETED IN ACCORDANCE WITH SAID PLANS AND SPECIFICATIONS, AND 1S HERE NOW ACCEPTED AND RECEIVED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS. THAT THE NECESSITY OF COMPLETING SAID PROJECT BY ACCEPTING THE SAME AND MAKING THE FINAL PAYMENT THEREFOR IMMEDIATELY, SAID PROJECT BEING OF THE GREATEST IMPORTANCE AND BENEFIT TO THE PUBLIC HEALTH, SAFETY, AND GENERAL WELFARE, CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR • RESOLUTt ON SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE'OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, DECLARING SUCH EMERGENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PA E, IT IS ACCORDINGLY PASSED AND APPROVED, THIS THE lam Y OF AUGUST, 2.
