AUTHORIZING AND DIRECTING THE CITY MANAGER TO
EXECUTE A CONTRACT FOR AND ON BEHALF OF THE
CITY OF CORPUS CHRISTI, TEXAS WITH SOUTH TEXAS
CONSTRUCTION COMPANY, LOW BIDDER ON CLIFF MAUS
MUNICIPAL AIRPORT FIRST STAGE EXPANSION, F. A. A.
PROJECT 9.- 41- 079..202, SAID CONTRACT BEING CON-
DITIONED AS SET OUT HEREIN; APPROPRIATING THE
AMOUNT OF $352,887.55 ($61,603.52 FROM NO. 295
IMPROVEMENT BONDS, 1948 CONSTRUCTION FUND ..
AIRPORT IMPROVEMENTS - AND $291,284,03 FROM NO.
297 IMPROVEMENT BONDS, 1951 CONSTRUCTION FUND ..
AIRPORT IMPROVEMENTS) FOR PAYMENT OF THIS CON-
TRACT; AND DECLARING AN EMERGENCY.
WHEREAS, the expansion of Cliff Maus Municipal Airport has
been determined to be necessary; and
WHEREAS, there is needed the sum of $352,887.55 for the
expansion of Cliff Maus Municipal Airport; and
WHEREAS, there is available in No. 295 Improvement Bonds,
1948 Construction Fund (Airport Improvements) and in No. 297 Improvement
Bonds, 1951 Construction Fund (Airport Improvements) said amount needed for
such expansion; and
WHEREAS, bids have been received, considered, and an award
made for the most advantageous bid to the City of Corpus Christi, and it is
now necessary to make such appropriation and to authorize the execution of
a contract in accordance with said award;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF CORPUS CHRISTI, TEXAS:
SECTION 1. That the City Manager is hereby authorized and
directed to execute for and on behalf of the City of Corpus Christi in.,accordance
with the Grant Agreement with C. A. A. a con-
tract with SOUTH TEXAS CONSTRUCTION COMPANY, low bidder on Cliff Maus Municipal
Airport First Stage Expansion, F. A. A. Project 9..41 -OT9 -202, said contract
to be conditioned in that Contractor shall not commence any work on this project
until he is in receipt of the Engineers Work Order. In the event the work
order is not received by the Contractor within ninety (90) days of the date
of the contract, then the contract shall automatically terminate unless prior

to the expiration of the said ninety (90) days the parties agree in writing
to an extension of the ninety -day period. Said contract was awarded South
Texas Construction Company in accordance with plans and specifications and
the contract documents on file in the office of the City Secretary, all in-
corporated herein and made a part hereof by reference, and according to the
bid of South Texas Construction Company opened on the 20th day of January,
A. D. 1953, said bid being the most advantageous, and lowest, to the City
of Corpus Christi.
SECTION 2. That there is hereby appropriated out of No. 295
Improvement Bonds, 1948 Construction Fund (Airport Improvements) the amount
of $61,603.52 and out of No 297 Improvement Bonds, 1951 Construction Fund
(Airport Improvements) the amount of $291,284.03, making a total appropria-
tion of $352,887.55 for the payment of the aforesaid contract.
SECTION 3. The necessity for providing for the landing and
taking off of Iarger aircraft and for providing for an instrument landing
system at Cliff Maus Municipal Auditorium and other contemplated improvements
creates a public emergency and imperative public necessity requiring the sus-
pension of the Charter rule that no ordinance or resolution shall be passed
finally on the date of its introduction and that such ordinance or resolution
shall be read at three several meetings of the City Council, and the Mayor,
having declared such emergency and necessity to exist, requesting that such
Charter rule be suspended and that this ordinance be passed finally on the
date of its introduction and take effec and be in full force and effect from
and after its passage, IT IS ACCORDINGLY SO ORDAINED.
