HomeMy WebLinkAbout03416 ORD - 02/03/1953AN ORDINANCE APPROPRIATING THE SUM OF $41,000.00 FROM NO. 291 IMPROVEMENT BONDS 1952 CONSTRUCTION FUND (PARK IMPROVEMENTS AND CONSTRUCTION) FOR CONSTRUCTION OF A COMBINATION NAVY RECREATION CENTER AND LOCKER CLUB AND ADMINISTRATIVE OFFICES FOR THE PARK AND RECREATION DEPARTMENT TO BE BUILT ON LDTS 1, 2, 3, and 4, of BLACK 12, WATER —BEACH ADDITION TO THE CITY OF CORPUS CHRISTI, ON WATER STREET DIRECT- LY BEHIND THE CHAMBER OF C0MMERCE BUILDING, SAME BEING CITY PROPERTY, SAID $41,000.00 TO BE SUPPLE- MENTED BY NOT MORE THAN $40,000.00 BY THE CITIZENS* COMMITTEE AS VERIFIED By LETTER OF MR. T. S. SCIBIENSKI DATED FEBRUARY 2, 1953 TO THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI; AND DECLARING AN EMERGENCY. WHEREAS, The Park and Recreation Board of the City of Corpus Christi at its meetings on April 4 and July 25, 1952, recommended that the sum of $44000 be appropriated to be used for erection of a combination Navy Recreation Center and Locker Club and Administrative Offices of the Park and Recreation Department to be built on Lots 1, 2, 3, and 4, of Block 12, Water —Beach Addition to the City of Corpus Christi, on Water Street, directly behind the Chamber of Commerce buildings, same being city property; and WHEREAS, The Citizens" Committee, represented by Mr. T. S. Scibienski, by letter dated February 2, 1953 pledged their support in the amount not to exceed $40,000.00 toward the erection of this mutually beneficial building; and WHEREAS, It is the desire of the citizens of Corpus Christi to supply facilities for the comfort and enjoyment of the enlisted personnel of the naval establishments located in the Corpus Christi area; and WHEREAS, permanent quarters for the housing of the Park and Recreation Department are necessary for the proper administration of this department; and WHEREAS, there is available in No. 291 Improvement Bonds 1952 Con- struction Fund (Park Improvements and Construction) the amount of $41,000.00; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. That the sum of Forty One Thousand Dollars ($41,000,00) is hereby appropriated from No. 291 Improvement Bonds 1952 Construction Fund 3 g1(P (Park Improvements and Construction) to be supplemented by not more than $40,000.00 by the Citizens' Committee as verified by letter of Mr. T. S. Scibienski dated February 2, 1953, a copy of which is attached hereto and made a part hereof, for the purpose of constructing a structure on Lots 1, 29 3, and 4, of Block 12, Water -Beach Addition to the City of Corpus Christi, on Water Street directly behind the Chamber of Commerce building, same being City property, said structure to be built of steel and concrete frame with masonry walls and a builtmup roof, the first floor of which will contain approximately 3,500 square feet for use of enlisted naval personnel as a recreation center and locker club and the second floor of which will contain approximately 2.400 square feet of floor space for use by the Park and Recreation Department for their administrative offices, which building and specifications are more particularly described in a letter from E. Dexter Hamon, Architect, dated February 3, 1953, a copy of which is attached hereto and made a part hereof. An estimate of the probable cost of this structure as reported by Mr. Hamon in the above — referred to letter in October of 1952 was approximately $80.000.00, not including Architect's fees, furniture or locker room equipment. SECTION 2. That the necessity for providing a downtown recreational center for the enlisted personnel of the naval establishments located in the Corpus Christi area and the necessity for providing adequate permanent quarters for the housing of the Park and Recreation Departments administrative staff, creates a public emergency and imperative public necessity requiring the sus- pension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date it is introduced, and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared that such public emergency and imperative public necessity exist, and having requested that said Charter rule be suspended and that this ordinance be passed finally on the date of its introduction, and take effect and be in full force and effect from and after its passage, IT IS ACCORDINGLY SO ORDAINED. SCIBIENSKI The Driscoll Buih ng Corpus Christi, Texas February 2, 1953 The Honorable Mayor Leslie Wasserman and Members of the City Council of Corpus Christi Corpus Christi, Texas Gentlemen: You are aware of the fact that the Citizens' Committee has spent many months working on a downtown recreational center for the enlisted personnel of the naval establishments located in the Corpus Christi area. In the last few months we have been working with the City Park and Recreation Board on a plan by which a building would be built jointly by the Citizens' Committee and the City, the first floor to be used as a navy recreation center and locker club, and the second floor to be used as the Park and Recreation Board's headquarters. As Chairman of the 6itizens'Committee, I have been endeavoring to raise the necessary funds on the part of the citizens of Corpus Christi to put this project into effect and make Corpus Christi again a "good Navy town ", as was its reputation during World War 1I. It is my understanding that the City has appropriated or earmarked $91,000 for Park and Recreation Board headquarters, and that the Park and Recreation Board is willing to join the Citizens' Committee in constructing and using such a building, which is to be located on city property. The purpose of this letter is to inform you that the Citizens' Committee is ready to embark on the project together with the Park and Recreation Board; that the Citizens' Committee is prepared to pay for one —half of the cost of the building, up to $90,000. V e earnestly request you appropriate the necessary funds for the Park and Recreation Board's portion of the cost and make arrangements for the use of the land as soon as possible.
