CROW REALTY FOR SERVICES IN PROCURING PERMISSION FOR SURVEY AND TITLE TO RIGHT -OF -WAY FOR PROPOSED 48 INCH WATER PIPE LINE FROM CALALLEN TO CLARKWOOD AND PROVIDING FOR COMPENSATION, A COPY OF WHICH AGREEMENT IS MADE A PART HEREOF; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: SECTION 1. THAT THE CITY MANAGER OF THE CITY OF CORPUS CHRISTI, TEXAS BE AND HE 15 HEREBY AUTHORIZED AND DIRECTED FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI TO EXECUTE A CONTRACT WITH 0. K. CROW, OWNER OF AND DOING BUSINESS AS 0. K. CROW REALTY, OF THE CITY OF CORPUS CHRISTI, TEXAS, EMPLOYING THE SERVICES OF THE SAID 0. K. CROW REALTY FOR SECURING PERMISSION TO SURVEY AND TITLE TO RIGHT -OF -WAY FOR THE LAYING OF PROPOSED 48 INCH WATER PIPE LINE FROM A POINT NEAR CALALLEN, TEXAS TO A POINT NEAR CLARKWOOD, TEXAS, A COPY OF WHICH CONTRACT IS ATTACHED HERETO AND MADE A PART OF THIS ORDINANCE. THAT THE NECESSITY OF SECURING THE RIGHTS AND PROPERTY NEEDED FOR THE CONSTRUCTION OF SAID 48 INCH WATER MAIN AS SOON AS POSSIBLE CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO EXIST, REQUESTING THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DAY OF INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED.
