", AND BEING ORDINANCE NO, 3495, PASSED AND APPROVED BY THE CITY COUNCIL ON THE 1ST DAY OF JULY, 1953, BY AMENDING SECTION Vill BY ADDING A PROVISION REQUIRING THE COORDINA- TION OF THE BUDGET OF THE CITY COUNTY BOARD OF PUBLIC WELFARE WITH THE BUDGET OF THE CITY- COUNTY HEALTH UNIT; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS. SECTION 1. That Section Vill of Ordinance No. 3495, passed and approved on the 1st day of July, 1953, and entitled "Creating'the City - County Welfare Board; defining its powers and jurisdiction; providing for the quali- fications, appointment and terms of its members, their removal, meetings, compensation and expenses; defining certain terms; providing for keeping of records and appropriation of money; providing for the hiring of an execu- tive secretary and other employees; providing for the time when the provisions of this ordinance shall become effective; repealing all ordinances in conflict herewith; especially amended so as to hereafter read as follows: "SBCTICN Vill. The City County Welfare Board shall recommend to the governing body of the City of Corpus Christi and the Commissioners` Court of Nueces County the probable amount of money necessary to administer public welfare in the City of Corpus Christi and Nueces County. Such re- commendations shall be made on or before the 15th day of May of each year, or at such time as may be required by the budgetary officers of the City and County. The recommendations so made shall be in such form and in sufficient detail as to be completely explanatory and so as to provide a basis for justification of the requested budgetary appropriation. The recommendation shall be coordinated, reconciled, and in alignment with the budget of the City - County Health Unit and show a coordination of the functions and activities of the said City - County health Unit and the said City -County Board of Public Welfare, in so far as practical with specific recommendations and explanations for any instance of conflict. The City Manager shall direct the director of the City - County Health Unit to furnish the City - County Board of Public Welfare a copy of the proposed budget of the City - County Health Unit ten days in advance of May 15th of each year." SECTION 2. The necessity for coordinating the budget of the City -County Board of Public Welfare with the budget of the City - County Health Unit creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction and that such ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor, having declared such emergency and necessity to exist, having requested the suspension of said Charter rule and that this ordinance be passed finally on the date of its introduction and that such ordinance take effect and be in full force and effect from and after its passage, TT IS ACCORDINGLY PASSED AND APPROVED, This the A Z. day of�January- 1954.
