AMENDING THE RULES AND REGULATIONS OF THE FIREMEN'S
AND POLICEMEN'S CIVIL SERVICE RULES AND REGULATIONS
BY ADDING ARTICLE 3 PROVIDING FOR THE ADOPTION AND
ADMINISTRATION OF THE POSITION CLASSIFICATION PLAN
FOR ALL OFFICES AND POSITIONS IN THE FIREMEN'S AND
POLICEMEN'S CIVIL SERVICE.
WHEREAS, THE FIREMEN'S AND POLICEMEN'S CIVIL SERVICE COMMISSION
HAS UNANIMOUSLY RECOMMENDED THAT THE COUNCIL APPROVE AN AMENDMENT TO THE
FIREMEN'S AND POLICEMEN'S CIVIL SERVICE RULES AND REGULATIONS PROVIDING FOR
THE ADOPTION AND ADMINISTRATION OF THE POSITION CLASSIFICATION PLAN FOR ALL
OFFICES AND POSITIONS IN THE FIREMEN'S AND POLICEMEN'S CIVIL SERVICE BY
ADDING,RTICLE 30.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
CORPUS CHRISTI, TEXAS:
SECTION 1. THAT, IN ACCORDANCE WITH THE RECOMMENDATION OF THE
FIREMEN'S AND POLICEMEN'S CIVIL SERVICE COMMISSION, THE RULES AND REGULATIONS
OF THE FIREMEN'S AND POLICEMEN'S CIVIL SERVICE RULES AND REGULATIONS OF THE
CITY OF CORPUS CHRISTI SHALL BE AMENDED BY ADDING ARTICLE 301 SAID ARTICLE 30

ARTICLE 30: ADOPTION AND ADMINISTRATION
Of the
POSITION CLASSIFICATION PLAN
for
ALL OFFICES AND POSITIONS IN THE CLASSIFIED SERVICE
SECTION 1. DEFINITION AND ADOPTION OF CLASSIFICATION PLAN
(a) Classification of Positions. All positions in the classified service
shall be grouped into classes and each class shall include those positions
sufficiently similar in respect to their duties and responsibilities so that
similar requirements as to training, experiences knowledge, skills personal
qualities, and the same rates of Compensation are applicable thereto.
(b) Preparation and Content of Class Specifications. Class specifi-
cations shall be prepared by the civil service director, reviewed with the
city manager or his designated representative, and approved by the civil
service commission* defining the duties of all positions and the minimum
entrance qualifications for successful performance of such duties. In addition
to the specific qualifications as set forth in the class specifications, it
shall be understood that all positions require: ability to reads write, speak
and understand the English language and to follow written and oral instructions;
ability to get along with others; thoroughness, accuracy, sobriety, integrity,
loyalty, and a record of orderly law- abiding citizenship.
(c) Adoption of Classification Plan. The classes of positions, as set
forth in section ¢ of this article and the specifications for the respective
classes, are hereby adopted and shall constitute the classification plan on
* "commission" referred to as "board" in the civil service for positions other
than fireman and policeman

the basis of which all positions in the classified service shall be classified.
All such classified positions and incumbents thereof shall be subject to the
Provisions of civil service in accordance with state law, the city charter,
ordinances and rules and regulations of the civil service commission.
SECTION 2. APPLICATION AND INTERPRETATION OF CLASSIFICATION PLAN
(a) Allocation of Existing Positions. The positions in the classified
service are hereby allocated to appropriate classes in accordance with the
schedules attached hereto entitleds "Allocation and Application of the
Classification Plan to Existing Positions."
Each employee shall be notified of the allocation of his position,
and each employee having satisfactorily served in a classified position for
six months or more is hereby given civil service status in such position;
provided that in the police and fire service no promotions in rank shall be
achieved except in accordance with the rules on promotions in the police and
fire departments.
Any employee who has not served as provided above may be certified
by the civil service commission in his position after either a qualifying exam-
ination or competitive examination, written or unassembled, as considered
appropriate. The civil service director shall review each case and submit
recommendations to the civil service commission on the action to be taken.
Any employee who has civil service status and is occupying a
position not in the classified service as specified in section 4 of this
article shall retain such status for purpose of tenure. The title of the
Position, however, shall be changed to conform with that title established by
ordinance in the unclassified service and the salary rate shall be adjusted
in accordance with the salary schedule prescribed for such position provided
that no decrease in salary of the employee shall occur.

AV employee who has civil service status and is occupying a posi-
tion in the classified service at a lower level than that indicated by his
present title, grade and salary shall retain such present title, grade and
salary until such time as a change is made in accordance with the civil service
Processes prescribed in the rules relative to promotion, demotion or transfer.
(b) Interpretation of Class Specifications.
(1) Purpose and Effect of Class Specifications.* Each class speci-
fication outlines the main characteristics and qualification requirements
of positions in the class and gives examples of specific duties which
employees holding such positions may properly be required to perform. The
class specification is descriptive and explanatory but not restrictive.
The listing of particular examples of duties does not preclude the assign-
ment of other tasks of related kind or character or of lesser skills.
(2) Application of Specifications to Positions.- In determining the
class to which a position shall be allocated, the specification of each
class shall be considered in its entirety and in relation to the specifi-
cations of other classes in the classification plan.
(3) Statements of Desirable qualifications. The statement of minimum
qualifications in a class specification is intended to be used in determining
the eligibility of candidates for admission to competitive examinations' as
an aide in the preparation of such examinations, and for use in determining
the relative value of positions in a class with positions in other classes.
SECTION 3. ADMCNISTRATION AND MINTENANCE OF THE CIASSIFICATION PLAN
(a) Responsibilities of the Civil Service Director. The civil service
director shall be responsible for administering and maintaining the classification
Plan. As directed by the civil service commission' the director shall make necessary
reviews and prepare reports recommending appropriate actions to assure that the
classification plan is kept current and that any important changes in duties
and responsibilities in any existing positions and of new positions are reflected
in the classification plan.
The civil service director, after consultation with the city manager
or his designated representative and the department officials concerned, shall
recommend for the action of the civil service commission the reallocation of
any position from one class to another class whenever a change in duties and
responsibilities of such position make the class to which the position was
previously allocated no longer applicable. Any p�osed reallocation shall be
made with the knowledge of the employee concerned..
(b) Changes Reauirine Approval of the City Council. The approval of the
city council shall be obtained through the city manager on any action effecting
the pay of employees or other matters included in the City Compensation Ordinance
which are not within the powers and authority of the civil service commission
as prescribed by the charter or state law.
. (c) Employee Reauests for Classification Adjustments. Any employee shall
have the right to consideration by the civil service commission of any request
he may have with respect to a change in the classification of his position.
The employee shall make his request initially to the head of his department who
shall promptly seek to arrive at a solution which is consistent with the classi-
fication plan and acceptable to the employee. Where the department head is
unable to resolve such a request in a manner that the employee is willing to
accept in writing, the matter shall then be submitted to the civil service
commission through the civil service director for such action as they may deem
appropriate. The city manager shall be advised of all such requests and actions
taken by the commission.

SECTION 4. CLASSIFICATION PLAN FOR ALL POSITIONS IN THE CLASSIFIED SERVICE
The classified service shall consist of the classes of positions listed at
the end of this section, with such changes as may be made from time to time by
amendment of this article. The class grade is established for each class of
positions to indicate the level for compensation purposes.
In cases where all positions of a class have a normal work week of more or
less than 40 hours the work week is specifically indicated neat to the class
title and the grade reflects consideration of the longer or shorter work weeks
as the case may be.
In all classes of grade 23 or above, grades are established in consideration
of the scope and responsibilities of the positions alone and not on any fixed
hours of work to be required. In such executive, administrative and professional
positions no fixed or normal work week is established and no adjustment of
salary is provided for in the compensation ordinance by reason of variations in
the hours of work.
In case of a position of a class with a work week differing substantially
from that indicated herein for the class, special compensation adjustments there-
fore are provided in the compensation ordinance. In accordance with the city
charter and state law, the range of pay for each class grade shall be fixed and
applied equally to all positions in that grade; provided that in certain cases
where specialist duties are assigned, the compensation ordinance provides for
additional compensation to employees with such assigned duties.
