CITY OF CORPUS CHRISTI
On this the 31st day of March, 1954, the City Council of
the City of Corpus Christi, Texas, convened in Regular Meeting, with the
following members of said Council present, to -wit:
Ellroy King, Mayor Pro Tem,
J. S. Naismith,
W. James Brace, Commissioners,
P. C. Callaway,
T, Ray Kring, City Secretary,
Russell E. McClure, City Manager,
I. M. Singer, City Attorney,
with the following absent: None, constituting a quorum, at which time
the following among other business was transacted:
Mr. McClure presented for the consideration of
the Council an ordinance. The ordinance was read by the City Secretary.
The Mayor Pro Tem presented to the Council a communication in writing
pertaining to said proposed ordinance, as follows:

Corpus Christi, Texas.
Gentlemen:
For the reasons set forth in the emergency clause of the
foregoing ordinance, a public emergency and imperative necessity exist
for the suspension of the Charter rule or requirement that no ordinance
or resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three meetings of the
City Council. I, therefore, hereby request that you suspend said Charter
rule or requirement and pass this ordinance finally on the date it is
introduced, or at the present meeting of the City Council.

AUTHORIZING AND DIRECTING THE MAYOR PRO TEM
TO EXECUTE BONDS OF THE CITY; PROVIDING FOR
THE FACSIMILE SIGNATURE OF THE MAYOR PRO TEN
ON COUPONS APPURTENANT TO SUCH BONDS; RATI-
FYING AND CONFIRMING HIS ACTIONS AS MAYOR
PRO TEM IN EFFECTING EXECUTION, COMPLETION
- AND DELIIVE13Y OE SUC"ONDS; AND DECLARING AN
EAFRGEMY.
WHEREAS, on March 24, 1954; A. A. Lichtenstein resigned
as Mayor of the City and on said date such resignation by appropriate
action of the City Council was duly accepted; and
WHEREAS, by virtue of Section 4, Article VI of the
Charter of the City in such instances the Mayor Pro Tem is required to
perform and exercise all of the duties and powers of the Mayor, under
the title Mayor Pro Tem, until an election is ordered to fill such
vacancy; and
WHEREAS, no such election has been ordered for such
purpose; and
WHEREAS, pursuant to the provisions of Section 2, Article
VI of the Charter, Ellroy King, a Commissioner, was duly nominated and
designated Mayor Pro Tem and is now the qualified and acting Mayor Pro
Tem of the City; and
WHEREAS, on March 17, 1954, prior to the resignation
of the said A. A. Lichtenstein, as Mayor, the City Council with all
members present in regular meeting passed the following ordinances
authorizing the issuance of the following bonds of the City:
Ordinance No-'3693 -' MOOO,000 First Mortgage Waterworks
Revenue Bonds
Ordinance No. 3692 1,500,000 Sewer Improvement & Extension
Revenue Bonds
Ordinance No. 3691 400,000 Gas System Revenue Bonds
Ordinance No. 3690 2,300,000 General Obligation Tax Bonds;
and
WHEREAS, in each of said ordinances it was ordered and
directed that the bonds issued in pursuance thereof should be signed
by the Mayor and countersigned by the City Secretary and that the
interest coupons appurtenant to each of such bonds should be signed
by the facsimile signatures of such officials; and
WHEREAS, in order to deliver said bonds to the purchasers
thereof within the time specified in the contract of sale with each such
purchaser it is necessary that said bonds and appurtenant coupons be
executed immediately by the presently authorized and acting officers
of the City.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS:
1. That Ellroy King, acting under the title of Mayor
Pro Tem, be and he is hereby authorized, ordered and directed to
execute each of the bonds hereinabove described by signing each such
bond as Mayor Pro Tem and that each of the interest coupons appurtenant
to each such bond shall be signed by the facsimile signature of
Ellroy King, under the title Mayor Pro Tem.
2. That the actions, representations and recitals taken
or made by the said Ellroy King, under the title Mayor Pro Tem, in
pursuance of the directions contained in this ordinance are hereby
in all things validated, ratified and confirmed.
3. That all proceedings, instruments, certificates
and affidavits heretofore had or executed during the term of and by
A. A. Lichtenstein, authorizing, bearing upon or relating to the
authorization, issuance and delivery of the bonds and coupons appur-
taining thereto, described in the preamble hereof, be and they are
hereby validated, ratified and confirmed and that though the said
A. A. Lichtenstein has ceased to be Mayor of the City of Corpus Christi
and the completion of the issuance of such bonds must be effected by
the said Ellroy King, under the title of Mayor Pro Tem, said bonds
and appurtenant coupons when delivered in accordance with law shall
nevertheless be valid for any and all purposes.
4. The fact that the contemplated use of the proceeds
of the bonds described in the preamble hereof is necessary for the
orderly development and growth of the City of Corpus Christi, Texas,
creates a public emergency and an imperative public necessity requiring
the suspension of the Charter Rule providing that no ordinance or
resolution shall be passed finally on the date it is introduced, and
that such ordinance or resolution shall be read at three several
meetings of the City Council and the Mayor Pro Tem having declared
that such public emergency and imperative necessity exist, and having
requested that said Charter Rule be suspended and that this ordinance
take effect and be in full force and effect from and after its passage,
it is accordingly so- ordained.

THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE, HEREBY REQUEST
THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS THIS
ORDINANCE FINALLY ON THE DATE IT IS INTMODUCEDX OR AT THE PRESENT
MEETING OF" THE CITY COUNCIL.
