HomeMy WebLinkAbout03755 RES - 05/12/1954A RESOLUTION ADOPTING A JOINT RESOLUTION WITH OTHER LOCAL GOVERN+IENTAL UNITS; AM DECLARING AN e1ERGENCY' A RESOLUTION OF JOINT WCAL GOVERNMENTAL GROUP RECOMMENDING ACTION PLAN TO SOLVE PORT BOTTLENECK PROBLEM WHEREAS, it is recognized that the Port Bottleneck Problem is one involving vehicular, navigational and railroad aspects, all of which must be jointly and immediately solved; and, WHEREAS, the Port Bottleneck Problem is an area problem, Involving the City of Corpus Christi, the County of Nueces, the No. 1, Nueces County Navigation District/ the State Highway Department, the Department of the Army Corps of Engineers and the affected railroads; and, WHEREAS, the Port Bottleneck Problem is a complicated one involving a vast complexity of details, a solution of which will require the concentration of the best and most effective efforts of each agency involved together with wholehearted cooperation among the agencies; and, WHEREAS, a solution to the problem can be more quickly and effectively achieved by delegating responsibility for the solution of certain phases of the work to the particular governmental agency best qualified to handle the particular phase delegated to it; NOW, THEREFORE, BE IT RESOLVED, that responsibility for the procurement of all necessary right of way for a new vehicular crossing of the ship channel as provided for and contemplated in State Highway Department Minute Order Number 35711 be delegated to Nueces County, the location and design of such vehicular crossing of the ship channel to be subject to the approval of the City of Corpus Christi, Nueces County and Nueces County Navigation District No. 1; and, BE IT FURTHER RESOLVED, that the now streets and freeways necessitated for the distribution of traffic at each end of the new vehicular crossing of the channel be delegated to the City of Corpus Christi; and, BE IT FURTHER RESOLVED, that responsibility for widening and realigning the ship channel at the harbor entrance be delegated to Nueces County Navigation District No. 1; and, BE IT FURTHER RESOLVED, that Nueces County and Nueces County Navigation District No. 1 pledge the fullest cooperation with the City of Corpus Christi, owner of the present bascule bridge, in negotiations with the U. S. Government for federal participation under the Truman-Hobbs Act in the removal and relocation of the present bascule bridge; and, BE IT FURTHER RESOLVED, that each governmental agency pledge its sincere cooperation and support to the other agencies in the solution of the responsibilities delegated to each agency, and in the early accomplishment of the removal and relocation of the present bascule bridge, and all of the other problems incident to the completion of the overall solution to the Port Bottleneck Problem. The necessity for adopting the foregoing resolution expressing the willingness of the City to cooperate with other local governmental units in the solution of the Bascule Bridge bottleneck and channel crossing project creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule or requirement that no ordinance or resolution shall be passed finally on the date of its introduction, and that said ordinance or resolution shall be read at three several meetings of the City Council, and the Mayor having declared that such emergency and imperative public necessity exist, and requested that said Charter rule be suspended, and that this resolution be passed finally on the date of its introduction, and take effect and be in full force a�d effect from and after its passage, IT IS SO RESOLVED this the day of 1959. ,a ATTEST MAYOR PRO TEN TILE CITY OF ddRPUS CHRIST TEXAS City Secre ar ADPROVEO AS'TO LEGAL FO 4-14.
