CITY OF CORPUS CHRISTI
On this the 1st day of September, 1954, the City Council
of the City of Corpus Christi, Texas, convened in Regular Meeting, with the
following members of said Council present, to -wit:

Frank Peterson,
W. James Brace,
T. Ray Kring,
City Secretary,
Russell E. McClure,
City Manager,
I. M. Singer,
City Attorney,
with the following absent: 4

quorum, at which time the following among other
business was transacted:
Mr. P. C. Callaway, Mayor,
presented for the consideration
of the Council an ordinance. The ordinance was
read by the City Secretary.
The Mayor presented to the Council a communication
in writing pertaining to
said proposed ordinance, as follows:

TO THE CITY COUNCIL,
Corpus Christi, Texas.
Gentlemen:
The public importance and pressing need for the permanent
improvements to be constructed by use of the proceeds of the bonds contem-
plated to be voted pursuant to said ordinance create an emergency and an im-
perative public necessity requiring the suspension of rules and Charter pro-
visions requiring ordinances to be considered and voted upon at three regular
meetings. I, therefore, request that the City Council pass the proposed
ordinance calling an election for the issuance of said bonds as an emergency
measure. You will please consider this request in connection with the
ordinance which has been introduced in the City Council on this subject.

Commissioner made a motion that the

ORDINANCE NO. -3 8 G
BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS, CALLING AN ELECTION ON THE
QUESTION OF THE ISSUANCE OF THE FOLLOWING
BONDS: $36o,000.00 STREET IMPROVEMENT BONDS;
$100,000.00 TRAFFIC CONTROL SYSTEM BONDS;
$140,000.00 FIRE STATION BONDS; AND
$3,500,000.00 SEWER IMPROVEMENT AND EX-
TENSION BONDS AND DECLARING AN EMERGENCY
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS
CHRISTI, TEXAS:
1. That an election be held in said City of Corpus Chri
Texas, on the 25th day of September, 1954, at which election the following
propositions shall be submitted to the resident, qualified electors of the
City of Corpus Christi, Texas, who own taxable property in said City and who
have duly rendered the same for taxation:
PROPOSITION NO. 1
"Shall the City Council of the City of Corpus
Christi, Texas, be authorized to issue the bonds of said
City in the amount of $360,000.00, maturing serially in
such installments as the City Council may prescribe, the
maximum maturity being not more than Thirty (30) years
from their date, bearing interest at a rate not to exceed
Five (5 %) per cent per annum, and to levy a tax on all
taxable property within said City sufficient to pay the
annual interest and provide a sinking -fund to pay the bonds
at maturity, for the purpose of improving the streets of
said City A*Athe construction of storm sewers in connection
therewith, is authorized by the Constitution and laws of
the State of Texas and the Charter of said City."
PROPOSITION NO. 2
"Shall the City Council of the City of Corpus
Christi, Texas, be authorized to issue the bonds of said
City in the amount of $100,000.00, maturing serially in
such installments as the City Council may prescribe, the
maximum maturity being not more than Thirty (30) years
from their date, bearing interest at a rate not to exceed
Five (5,%) per cent per annum, and to levy a tax on all
taxable property within said City sufficient to pay the
annual interest and provide a sinking fund to pay the bonds
at maturity, for the purpose of permanently improving the
streets of the City by the installation of traffic control
systems, as authorized by the Constitution and laws of the
State of Texas and the Charter of said City."
PROPOSITION NO. 3
"Shall the City Council of the City of Corpus
Christi, Texas, be authorized to issue the bonds of said
City in the amount of $140,000.00, maturing serially in
such installments as the City Council may prescribe, the
maximum maturity being not more than Thirty (30) years
from their date, bearing interest at a rate not to exceed
Five (5 %) per cent per annum, and to levy a tax on all
taxable property within said City sufficient to pay the
annual interest and provide a sinking fund to pay the
bonds at maturity, for the purpose of constructing and per-
manently equipping fire stations within said City, as
authorized by the Constitution and laws of the State of
Texas and the Charter of said City."
PROPOSITION N0. 4
"Shall the City Council of the City of Corpus
Christi, Texas, be authorized to issue the bonds of said
City in the amount of $3,500,000.00, maturing serially
in such installments as the City Council may prescribe,
the maximum maturity being not more than Forty (40) years
from their date, bearing interest at a rate not to exceed
Five (5 %) per cent per annum, and to levy a tax on all
taxable property within said City sufficient to pay the
annual interest and provide a sinking fund to pay the
bonds at maturity, for the purpose of improving and extend-
ing the City §Sewer System, as authorized by the Constitution
and laws of the State of Texas and the Charter of said City."
2. That voting machines shall be employed at the election
herein ordered in accordance with;the provisions of V. A. T. S. Election Code,
Article 7.14, and said election shall be held at the polling places in the
regularly prescribed voting precincts of the City of Corpus Christi, such
voting precincts, polling places, and the officers hereby appointed to conduct
the election thereat being as follows:

3. That said election shall be held in accordance with
the provisions of Chapter 1, Title 22 of the Revised Civil Statutes of Texas,
1925, as amended, including the provisions of Article 704, as amended by
Chapter 382, passed at the first called session of the 44th Legislature, and
the City Charter of the City of Corpus Christi, Texas, and only legally
qualified electors who own taxable property in the City and who have duly
rendered the same for taxation shall be qualified to vote.
4. The ballots for said election shall have written or
printed thereon the following:
PROPOSITION NO. 1
"FOR THE ISSUANCE OF STREET IMPROVEMENT BOND"
"AGAINST THE ISSUANCE OF STREET IMPROVEMENT BONDS"
PROPOSITION NO. 2
"FOR THE ISSUANCE OF TRAFFIC CONTROL SYSTEM BONDS"
"AGAINST THE ISSUANCE OF TRAFFIC CONTROL SYSTEM
BONDS"
PROPOSITION NO. 3
"FOR THE ISSUANCE OF FIRE STATION BONDS"
"AGAINST THE ISSUANCE OF FIRE STATION BONDS"
PROPOSITION N0. 4
"FOR THE ISSUANCE OF SEWER IMPROVEMENT AND
EXTENSION BONDS"
"AGAINST TEE ISSUANCE OF SEWER IMPROVEMENT
AND EXTENSION BONDS"
5. A substantial copy of this ordinance signed by the
Mayor of said City and attested by the City Secretary dzall serve as proper
notice of said election. Notice shall be given in accordance with Article
704, Revised Civil Statutes of 1925, as amended. The Mayor is authorized
and directed to have a copy of said notice posted at the City Hall in said
City and at each of the voting places in said City, not less than fifteen
days prior to the date fixed for holding said election. He shall also cause
said notice to be published on the same day in each of two successive weeks
in a newspaper of general circulation published within said City, the date
of the first publication to be not less than fourteen days prior to the date
set for said election. Except asotherwise provided in said Article 704,
as amended, the manner of holding said election shall be governed by the
laws governing general elections.
6. That the public importance and the pressing need for
the permanent improvements to be constructed by use of the proceeds of sale
of said bonds create an emergency and an imperative public necessity requir-
ing the suspension of rules and Charter provisions requiring same to be
considered and voted upon at three regular meetings, and such facts require
that this ordinance be passed and take effect immediately as an emergency
measure, and such rules and provisions are hereby suspended and this
ordinance is passed and shall take effect as an emergency measure, and
shall be in full force and effect imm diately upon its passage.
�{ 7. The authorization of these bonds shall not impair the
authority to issue bonds previously voted for the same purposes.
