SECTION 2. That the unexpended balance cf aforesaid appropriation on
-April 30, 1555, shall revert to the fund for which it was appropriated, and further
provided that no funds shall be paid out of the funs hereby appropriated, e::cept
with the approval of tie City Council on r"oticn passed by a majority of the Council. _
SECT_IGN 3. ^hat the necessity for the control of all concrete mi::tures
and other labor"ciy pork for the 0. II. Stevens' -Dater Filtration Plant creates a pub-
lic emergency and imperative public necessity requiring the suspension of the Charter
rule that no ordinance or resolution shall be passed finally on the date of its intro-
duction and that such ordinance or resolution shall be read at three several neetings
of the City Council, and the Iiyor, having declared such erergency and necessity to
exist, requesting the suspension of such Charter ;ale and than this ordinance be passed
finally on the date of its introduction and take effect and be in full force and
effect from and after its passage, IT IS ACCORDI11GG'LY SO OP.DAI!FhD.

ORDINANCES A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE,
HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE OR REQUIREMENT AND PASS
THIS ORDINANCE FINALLY ON THE DATE IT IS INTRODUCED OR AT THE PRESENT MEETING
OF THE CITY COUNCIL.
