MINUTES
CITY OF CORPUS CHRISTI, TEXAS
REGULAR COUNCIL MEETING
APRIL 27, 1977
2:00 P.M.

Mayor Jason Luby called the meeting to order in the Council Chamber of
City Hall.
The Invocation was given by The Most Reverend Thomas J. Drury, Bishop
of Corpus Christi Diocese.
Mayor Luby announced that he had presented the following proclamations
in his office prior to the meeting: CLEAN AIR WEEK, May 1 through 7, 1977;
MENTAL HEALTH MONTH, May, 1977; LON C. HILL DAY, April 30, 1977.
Mayor Luby then called for the City Manager's Report. City Manager
Townsend presented the following item with related comments and explanations:
a. Recommendation that a permit be approved for Getty Oil Company to
erect a production platform in Corpus Christi Bay approximately
two miles south of Ingleside. This location is outside the plat-
form restricted area and complies with the Bay Drilling Ordinance.
The Bay Drilling Committee recommends approval.
There were no comments or discussion from members of the Council or from
the audience in regard to the City Manager's Report.
Motion by Gulley that the City Manager's Report, Item "a", be accepted
as presented; seconded by Lozano, and passed unanimously.
Mayor Luby stated that the next order of business would be the swearing
in ceremonies of the newly elected Council.
Mayor Pro Tem Tipton spoke at this time, stating how much he had enjoyed
serving the City as a member of this Council. He requested all citizens to join
with him in supporting the new City Council.
The newly elected Council Member David Diaz joined the Council at the
Council table, and City Secretary Read placed before the Council the oaths of

office.
The Honorable Gerald T. Bissett, Associate Justice of the 13th Court
of Civil Appeals, then administered the Oaths of Office to Mayor Jason Luby and
Council Members Eduardo E. de Ases, David Diaz, Ruth Gill, Bob Gulley, Gabe
Lozano, Sr., and Edward L. Sample. Judge Bissett then requested each member
of the Council to sign the Oaths of Office, after which he signed the Oaths and
affixed his seal. Judge Bissett then declared them to be the duly elected
Mayor and Council of the City of Corpus Christi and offered his congratulations
to all of them.
All of the members of the Council made brief speeches of acceptance in
which they expressed their appreciation to the people of Corpus Christi who had
elected them to serve and pledged to extend every effort to perform as leaders
for the betterment of the community. Mayor Luby and each Council Member then
introduced members of their families who were in the audience.
Mayor Luby announced that the first order of business for the new
Council was the election of Mayor Pro Tem. Council Member Gill placed in nom-
ination Gabe Lozano, Sr. for the office of Mayor Pro Tem in view of the fact
that 14r. Lozano had received the greatest number of votes in the April 23rd
Runoff Election.
Motion by Gulley that the Council go into closed session to discuss
the election of Mayor Pro Tem; seconded by Diaz. City Attorney Aycock cited
authority for the closed session under Article 6252-17, Section 2, Subsection
(g) of V.A.T.S. The motion was approved unanimously, and the Council went into
closed session at 2:25 p.m.

The Council returned to the Regular Meeting at 2:40 p.m.
Mayor Luby reminded the Council that Council Member Gill had placed
in nomination for Mayor Pro Tem the name of Gabe Lozano, Sr., and inquired if
there were other nominations for this office:'' Council Member Diaz nominated
Eduardo E. de Ases for the office of Mayor Pro Tem. Motion by Sample that the
nominations cease; seconded by Sample and passed unanimously.

Mayor Luby called for a vote on the election. Voting in favor of
Council Member Lozano were the following: Gill, Lozano and Luby. Voting to
elect de Ages as Mayor Pro Tem were de Ases, Diaz, Gulley and Sample. Mayor
Luby declared that a majority of the Council had voted for Council Member
de Ases and stated that de Ases would be Mayor Pro Tem for this term of office.
Council Member Lozano made a motion that the records reflect that the,
selection of Council Member de Ases was a unanimous decision by the Council;
seconded by Gill,'and passed unanimously.
Mayor Luby then invited discussion or petitions from members of the
audience.
Richard Bullock of the Coastal Bend Council of Governments invited
the Council to attend the Annual Short Course for Planning Commissioners and
Elected Officials, sponsored by the Texas Chapter of the American Institute of
Planners, to be held May 12 through May 14, 1977, at the Padre Island Beach
Hotel.
Council Member Gill inquired if the Planning Commission had been
invited to attend. City Manager Townsend stated that they had, and Council
Member Gill urged as many members of the Council as possible to attend this
workshop.
Mayor Pro Tem de Ases suggested that the Council consider conducting
informal meetings on Saturday mornings, as they had some time ago at the Sandy
Shores Hotel. Further discussion followed, and the first meeting was scheduled
for May 7, 1977.
Wesley Hammonds, 4021 Ocean Drive, congratulated the Mayor and City
Council on their election and urged them to work together to dispel the impres-
sion that the Council is divided.
Chuck Dabbs, of the Hand -Aid Company for the handicapped, requested
Council approval of his company so that the company will qualify for funds from
the Texas Department of Community Affairs through the Coastal Bend Council of
Governments. He stated that his ci pany is a non-profit organization designed

to provide employment for the handicapped.
Ms. Betty Black, 10733 Westview, representing the greater northwest
area of the City, addressed the Council at this time and presented additional
questionaires that had been received from residents of the Calallen, Tuloso-
Midway and Annaville area in regard to their request for a branch library for
that area. Ms. Black invited the Council to attend a meeting at Tuloso-Midway
High School Thursday, May 5, 1977, at 7:30 p.m., at which time City Manager
Townsend will speak in regard to multi -financing for the library. She also
presented additional letters from citizens of that area requesting the library.
Ms. Martha Chavez, 4702 Old Brownsville Road, requested that the
Council consider conducting some of the Council meetings in the evenings so
that citizens who are employed may attend. She also pointed out the need for
improved sewer facilities.
Ms. Betty Brandesky, 4017 Cork Street, addressed the Council in regard
to the extensive growth of the area surrounded by Carroll Lane, Weber, Holly
and Saratoga, mentioning the hazardous traffic conditions leading to the newer
subdivisions in that area. Ms. Brandesky also mentioned the fact that
the Planning Commission approves new subdivisions in the area when there is a
problem of overloading the Oso Sewer Plant.
City Manager Townsend informed Ms. Brandesky that there is no problem
with the Oso Plant as far as capacity is concerned, but the problem is the
inadequacy of the transmission mains leading to the plant.
Benny Benavides, 2421 Cleo, complimented the Council on the numerous
projects that had been completed during their tenure.
City Manager Townsend informed the Council that a Regional meeting of
the National League of Cities will be held in New Orleans on May 12 through 14,
1977, and indicated that the City probably should be represented by some of the
Council Members, even though this is the same date on which the Short Course
for Planning Commissioners and Elected Officials is scheduled.

Council Member Gulley pointed out that the air conditioning in the
Council Chamber is inadequate and suggested that the City Manager consider this
problem as a priority item. City Manager Townsend stated that repairs to the
existing system would require funds in the approximate amount of $40,000.
There being no further business to come before the Council, on a
motion by Sample, seconded by Gulley, and passed unanimously, the meeting was
adjourned at 3:20 p.m., April 27, 1977.
