That the unexpehded balance of aforesaid appropriation on April 30, 1955, shall revert to the funds from which it was appropriated. SECTION 4. That the necessity for making an appropriation for Administrative 'Department charges in order to permit the continued progress of construction projects creates a public emergency and an imperative public necessity requiring the suspension of the Charter rule that no ordinance or resolution shall be passed finally on the date of its introduction, and that said ordinance shall be read at three b) several meetings of the City Council, and the Mayor, having declared that such emergency and imperative public necessity exists, and having requested said Charter rule be suspended, and that this ordinance.be passed finally on the date of its introduction, and that this ordinance take effect and be in full force and effect from and after its passage, IT IS SO ORDAINED.
