WHEREAS, IT IS DEEMED 14ECESSARY TO INCLUDE WITHIN THE CITY WARDS
OF THE CITY OF CORPUS CHRISTI ALL OF THE TERRITORY WHICH HAS BEEN ANNEXED
SINCE THE ADOPTION OF ORDINANCE IJO. 3743 SETTING UP, CREATING AND DIVIDING
THE CITY OF CORPUS CHRISTI 114TO CITY WARDS, AND SINCE THE ADOPTION OF AN
AMENDMENT TO SAID ORDINANCE NO. J7143 111 ORDINANCE NO. 3363, IN ORDER TO COII-
FORM WITH THE LAWS OF THE STATE OF TEXAS REGARDING THE HOLDING OF ELECTIONS:

EXCEPT AS HEREIN AMENDED, SHALL REIIAIN AND CONTINUE IN FULL FORCE AND EFFECT.
SECTION 4. THAT THE FACT THAT TERRITORY HAS BEEN ANNEXED TO THE
CITY OF CORPUS CHRISTI AND IS REQUIRED TO BE INCLUDED IN THE PROPER CITY WARDS
OF THE CITY OF CORPUS CHRISTI IN ORDER TO INSURE BETTER VOTING FACILITIES
IN FUTURE ELECTIONS, CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PU3LIC
NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE THAT NO ORDINANCE OR
RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AIID THAT
SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE
CITY COUNCIL, AND THE MAYOR, HAVING DECLARED SUCH EMERGENCY AND NECESSITY TO
EXIST, HAVIIIG REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS
ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND TAKE EFFECT
