OF 1.04BERSHIP THEREOF; PRO - VIDING FOR PUPLICATION. WHEREAS, THE RAPID GROWTH OF THE CITY, DANGERS FROM FIRE AND OTHER DISASTERS HAVE THROWN UNPRECEDENTED DURDENS UPON THE REGULAR MEMBERS OF THE FIRE DEPARTMENT OF THIS CITY; AND WHEREAS, THE DANGER IS SUCH AS TO ADMIT OF NO DELAY IN PROVIDING ADDITIONAL SUPPORT AND AID, VOLUNTARILY OFFERED BY NUMBERS OF CITIZENS, IN THE MAINTEIIANCE OF FIRE CONTROL AND SAFETY; NOW, THEREFORE, RE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, TEXAS: r SECTION I. AUXILIARY FIRE RESERVE ESTABLISHED TO BE KNO.414 AS FIRE RESERVE. AN AUXILIARY FIREFIGHTER FORCE TO DE KNOWN AS FIRE RESERVE IS HEREBY ESTABLISHED. IT SHALL BE COMPOSED OF PERSONNEL WHO HAVE VOLUNTEERED TO JOIN THE ORGANIZATION AND WHOSE APPLICATION FOR tGEtIBERSHIP HAS BEEN ACCEPTED AND WHO HAVE COMPLIED WITH ALL THE PULES, REGULATIONS AND ORDERS PROVIDED FOR THE CONDUCT AND CONTROL OF THE MEMBERS THEREOF. IT SHALL DE COMPOSED OF HOT TO EXCEED ONE HUNDRED (100) MEMBERS. THE FIRE RESERVE SHALL BE SEPARATE AND DISTINCT FROM THE FIRE DEPARTMENT OF THIS CITY OUT SHALL BE HEADED BY THE CHIEF OF THE FIRE DEPARTMENT. SECTION 2. FIRE CHIEF TO HAVE CONTROL. THE MEMBERS OF THE FIRE RESERVE SHALL BE U14DER THE AUTHORITY, CONTROL, AND COMMAND OF THE FIRE CHIEF OF THE CITY OF CORPUS CHRISTI Y SUBJECT TO ALL OF THE PROVISIONS OF THE CITY CHARTER, ORDINANCES OF THE CITY AND OF THIS ORDINANCE. I4EMBERS SHALL BE APPOINTED FROM A LIST OF ELIGIBLES COMPILED AS HEREINAFTER PROVIDED AND SHALL SERVE WITHOUT PAY. SECTION 3. LIST OF ELIGIBLES. AN ELIGIBLE R05TER SHALL BE FORMED AND ALL APPLICATIONS SHALL STATE THE RESIDENCE OF THE APPLICANT. EACH APPLICANT SHALL BE AN ACTUAL RESIDENT OF NUECES COUNTY, TEXAS, AND SHALL FURNISH SATISFACTORY PROOF OF GOOD CHARACTER, TEMPERATE HABITS, FREEDOM FROM COMMUNICAELE DISEASES AND PHYSICAL ABILITY TO PERFORM THE DUTIES OF THE POSITION FOR WHICH HE SEEKS APPOINTMENT. HE SHALL FURNISH THREE (3) REFERENCES AIJD ATTACH LETTERS OF RECOMMENDATI'OtI FROM SAID REFERENCES, TO THE APPLICATION. THE APPLICATION SHALL BE ON THE 1E( oL -2_ form prescribed by the Fire Chief and approved by the City Manager. SECTION k. .DUTIES. The duties of the Fire Reserve Force, subject at all times to the direction, supervision and control of the Fire Chief, shall be to assist the regular members of the Fire Department of this city in control of fire and other assigned duties during periods of emergency designated by the Fire Chief. The Chief may by order establish rules and regulations to govern the Fire Reserve Force, to fix the specific duties of its members, and to provide for the maintenance of discipline. He may change such orders from time to time, and he may command members of the Fire Reserve Force to obey the instructions of regular fire officers in carrying out their duties. The Chief may prescribe other duties than those mentioned herein to be performed by the Fire Reserve Force, not inconsistent with the provisions hereof. SECTION 5. IDENTIFICATION An identification card and such other insignia or evidence of identity as the Fire Chief may prescribe shall be issued to each member, who must carry the card and other identification at all times while on duty, and he must surrender them upon the termination of his membership. SECTION 6. REMOVAL FROM MEMBERSHIP - -- RESIGNATION. Membership of any person may be terminated by the Chief of the Fire Department at any time for any cause deemed sufficient by the Fire Chief. Any member may resign from the Fire Reserve Force at any time, but it shall be the duty to notify the Chief of his resignation. SECTION 7. DIMINISHING THE FORCE. The Fire Chief may by order diminish or expand the membership of the Fire Reserve Force as exigency may require, within the limit herein before established. SECTION S.. FALSE IMPERSONATION. It shall be a misdemeanor punishable by a fine not exceeding two hundred dollars ($200.00) for any person to wear, carry or display a Fire Reserve Force identification card or otherwise deceitfully represent himself to be connected with the Fire Reserve Force, unless he is in fact a member thereof in good standing. He is expressly prohibited from representing himself as a member of the regular fire department. SECTION 9 . FIRE CHIEF PRESCRIBES UNIFORMS AND BADGES. The Chief of the Fire Department shall prescribe the uniforms and badges for the members of the Fire Reserve Force and direct the manner in- which the same shall be worn. Any person other than a member of spid force who shall wear such uniform or badge as may be• prescribed shall be guilty of a misdemeanor and upon conviction shall be subject to fine of not exceeding two hundred dollars ($200.00). SECTION 10. If for any reason any section, paragraph, subdivision, clause, phrase, or provision of this Ordinance shall be held invalid, it shall not affect any valid provisions of this or any other ordinance of the City of Corpus Christi to which these rules and regulations relate. SECTION 11. This Ordinnce shall take effect from and after its publication one time in the official publication of the City of Corpus Christi, which publication shall contain the caption stating in summary the purpose of the Ordinance and the penalty for violation thereof.
