APPROPRIATING THE SUM OF $7,831.70 FROM VARIOUS
BOND FUNDS FOR ADMINISTRATM DEPARTMENTS CHARGES
IN CONNECTION WITH CONSTRUCTION PROJECTS; PROVID-
ING THAT THE UNIXPENDED BALANCE ON JULY 31, 1955,
SHALL REVERT TO THE PARENT FUND; AND DECLARING AN
EMERGENCY.
WHEREAS, Certain administrative departments devote a minimum of ten
percent (10%) Of their time exblusiveiy to work required in connection with bond
construction projects; and
WHEREAS, The budget for the current fiscal year provides for ten percent
(10%i) of the expenses of said departments to be paid from bond funds;
NOW, TEMWORE, BE IT ORDAINED BY THE CITZ COUNCIL. OF TEE CITY OF CORPUS
CHRISTI, TEXAS:
SECTION 1. That there is hereby appropriated from various bond funds
as indicated in the follofiing table the sum of $7,831.70 to provide for estimated
administrative department charges from May 1, 1955, through July 31, 1955, in connec-
tion with construction projects:

SECTION 2. That the administrative departments and their total estimated
expenditures from May 1, 1955, through July 31, 1955, less capital outlay, of which
ten percent (10%) are chargeable on a time basis against all bond funds, are as follows:

SECTION 3. That the unexpended balance of aforesaid appropriation on
duly 31, 1955, shall revert to the funds from which it was appropriated.
SECTION 4. That the necessity for making an appropriation for Admin-
istrative Department charges in order to permit the continued progress of construction
projects creates a public emergency and an imperative public necessity requiring the
suspension of the Charter rule that no ordinance or resolution shall be passed finally
on the date of its introduction, and that said ordinance shall be read at three (3)
several meetings of the City Council, and the Mayor, having declared that such emer-
gency and imperative public necessity exists, and having requested said Charter rule
be suspended, and that this ordinance be passed finally on the date of its introduc-
tion, and that this ordinance take effect and be in full force and effect from and
after its passage, IT IS SO ORDAINED.

FOR THE REASONS SET FORTH IN THE EMERGENCY CLAUSE OF THE FOREGOING
ORDINANCE, A PUBLIC EMERGENCY AND IMPERATIVE NECESSITY EXIST FOR THE SUSPEN-
SION OF THE CHARTER RULE OR REQUIREMENT THAT NO ORDINANCE OR RESOLUTION SHALL
BE PASSED FINALLY ON THE DATE IT IS INTRODUCED, AND THAT SUCH ORDINANCE OR
RESOLUTION SHALL BE READ AT THREE MEETINGS OF THE CITY COUNCIL; I, THEREFORE,
HEREBY REQUEST THAT YOU SUSPEND SAID CHARTER RULE CR REQUIREMENT AND PASS
THIS ORDINANCE FINALLY ON THE DATE IT IS INTRODUCED, OR AT THE PRESENT MEETING
OF THE CITY COUNCIL.
