CLARK & WINSTON. CON- SULTING ENGINEERS, WHEREBY THE ENGINEERS AGREE TO MAKE A STUDY OF THE FEASIBILITY OF CONVEYING THE EFFLUENT FROM THE OSO SEWAGE TREATMENT PLANT TO THE KING RANCH PRO- PERTY FOR USE IN IRRIGATING CERTAIN GRAZING LANDS, IN ACCORDANCE WITH THE TERMS OF SAID AGREEMENT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF; APPROPRIATING THE SUM OF $1,200.00 OUT OF NO. 109 SEWER FUND TO COVER THE FEE FOR SAID SERVICE; AND DECLARING AN EMERGENCY. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI, SECTION 1. THAT THE CITY MANAGER BE, AND HE IS HEREBY AUTHORIZ- ED AND DIRECTED FOR AND ON BEHALF OF THE CITY OF CORPUS CHRISTI, TO ENTER INTO AN AGREEMENT WITH SIGLER, CLARK & WINSTON, CONSULTING ENGINEERS, WHEREBY THE ENGINEERS AGREE TO MAKE A STUDY OF THE FEASIBILITY OF CON- VEYING THE EFFLUENT FROM THE 050 SEWAGE TREATMENT PLANT TO THE KING RANCH PROPERTY FOR USE IN IRRIGATING CERTAIN GRAZING LANDS, IN ACCORDANCE WITH THE TERMS OF SAID AGREEMENT, A COPY OF WHICH IS ATTACHED HERETO AND MADE A PART HEREOF. SECTION 2. THAT THERE IS HEREBY APPROPRIATED THE SUM OF $1,200.00 OUT OF N0. 109 SEWER FUND TO COVER THE FEE FOR THE SERVICES OF SIGLER, CLARK & WINSTON. SECTION 3. THE NECESSITY FOR ENTERING INTO THE AGREEMENT DE- SCRIBED IN SECTION 1 HEREOF CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUSPENSION OF THE CHARTER RULE PROVIDING THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION SHALL BE READ AT THREE SEVERAL MEETINGS OF THE CITY COUNCIL, AND THE MAYOR, DECLARING SUCH EMER- GENCY AND NECESSITY TO EXIST, HAVING REQUESTED THE SUSPENSION OF SAID CHARTER RULE AND THAT THIS ORDINANCE BE PASSED FINALLY ON THE DATE OF ITS INTRO- DUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM AND AFTER ITS PASSAGE, IT IS ACCORDINGLY SO ORDAINED. Our study would include all necessary surveys complete with soil borings to determine the most practical means and route for transport- ing the effluent, with particular emphasis on the Oso Creek crossing, soil samplings and testing to determine the suitability of certain areas for irrigation and locations for storage reservoirs. Our recommenda- tion would include the method of distributing and applying the water to be irrigated. It is estimated that our study could be completed in 60 days, contingent upon obtaining prompt service from outside technicians. The fee for this service would be $3500.00, of which an estimated $1000.00 is to be paid to testing laboratories and specialists in agronomy for soil testing. Of the total fee, it is estimated that about $1200.00 would be attributable to conveying the effluent to the King Ranch and $2300.00 to the storage, distribution and use of the effluent on the King Ranch. In the event we are employed to prepare detailed plans and specifications for the project, a credit in the amount of the cost of the preliminary sur- vey less the costs of contract services of laboratories and other special technicians will be made against the total engineering fee.
