AN ORDINANCE
AUTHORIZING AND DIRECTING THE CITY MANAGER FOR AND
ON BEHALF OF THE CITY OF CORPUS CHRISTI TO EXECUTE
AN AGREEMENT WITH MCNAUGHTON LIBRARIES. INC.. WHEREBY
MCNAUGHTON LIBRARIES, INC. AGREES TO SET UP WITHIN
THE LA RETAMA LIBRARY A COLLECTION OF CURRENT FICTION
AND POPULAR NON - FICTION BOOKS ON A RENTAL LIBRARY BASIS.
AS SET OUT IN A COPY OF THE AGREEMENT ATTACHED HERETO
AND MADE A PART HEREOF; AND DECLARING AN EMERGENCY.
BE IT ORDAINED B( THE CITY COUNCIL OF THE CITY OF CORPUS CHRISTI,
TEXAS:
SECTION 1. THAT THE CITY MANAGER OF THE CITY OF CORPUS CHRISTI BE,
AND HE IS HEREBY AUTHORIZEDAND DIRECTED FOR AND ON BEHALF OF SAID CITY TO EXECUTE
AN AGREEMENT WITH MCNAUGHTON LIBRARIES, INC., WHEREBY MCNAUGHTON LIBRARIES, INC.
AGREES TO SET UP WITHIN THE LA RETAMA. LIBRARY A COLLECTION OF CURRENT FICTION
AND POPULAR NON — FICTION BOOKS ON A RENTAL LIBRARY BASIS, AS SET OUT IN A COPY
OF THE AGREEMENT ATTACHED HERETO AND MADE A PART HEREOF.
SECTION 2. THE NECESSITY FOR MAINTAINING AT ALL TIMES A COLLECTION
OF CURRENT FICTION AND POPULAR NON— FICTION BOOKS FOR THE LA RETAMA PUBLIC LIBRARY
CREATES A PUBLIC EMERGENCY AND AN IMPERATIVE PUBLIC NECESSITY REQUIRING THE SUS-
PENSION OF THE CHARTER RULE THAT NO ORDINANCE OR RESOLUTION SHALL BE PASSED
FINALLY ON THE DATE OF ITS INTRODUCTION AND THAT SUCH ORDINANCE OR RESOLUTION
SHALL BE READ AT THREE SEVERAL 14EETINGS OF THE CITY COUNCIL, AND TI4E MAYOR,
DECLARING SUCH EMERGENCY AND 7RECESSITY TO EXIST, HAVING REQUESTED THE SUSPENSION
OF SAID CHARTER RULE AND THAT THIS ORDINANCE SHALL BE PASSED FINALLY ON THE
DATE OF ITS INTRODUCTION AND TAKE EFFECT AND BE IN FULL FORCE AND EFFECT FROM

(0) After you have had the books one month, there
shall be withdrawn regularly, each and every month,
a number of inactive books roughly equal to the
number received from us during the month preceding,
ao that your inventory of 800 books may be maintained
with very little fluctuation. It shall be the duty
of the librarian to schedule withdrawals for a cer-
tain definite time each month, and to see that with-
drawal* are made on time.
Books withdrawn may be either returned to us by un-
insured book post only, or purchased by you at the
used book prices given in the schedule inclosed.
Refunds by us for postage char-es incurred in the
return of withdrawn books will be made promptly by
check on receipt of notification of amount due you.
They shall,not be deducted from your monthly checks
to us. If books prove to be exceptionally long -
lived, there is no objection to holding them over
the 10 month turnover period specified in Paragraph
7 below,
ince the strict observance of the provisions of
this paragraph is of first baportance to HcKaughton
Libraries, Inc., exceptional activity of the books
shall not be used as a reason for altering the time
or varying the number of withdrawals; but such
exceptional activity may be the basis, by mutual
consent, for altering the inventory and turnover
provisions of this agreement.
(7) Payment for this sere=ce shall be at the rate of
$105W00 per month, check in this amount to be mailed
by the fifteenth of each month, starting with the
month following receipt of initial shipment. Rate
of payment, and turnover of once in 10 months, are
determined by the following formula. -

If book prices in our field increase or decrease
materially from their level at the time this agreement
becomes of ective, the provisions of this paragraph
may be modified by mutual consent. If such mutual

Honorable Mayor and Members of the City Council
Corpus Christi, Texas
Gentlemen.
At the February meeting, the Library Board recommended
a one year contract for a library rental book service.
McNaughton Libraries, Inc., a.�reegto furnish an inventory
of 300 current books in demand with 30 new book replacements
per average month (360 new books per year). The cost of this
service would be $105.00 per month, and would be financed
out of the library account, 228, in the general fund.
The Library Board further recommends that a rental charge
of five cents per day, on each book checked out, be made, and
that all fees so collected reimburse the 228 book account of
the library.
